Each house has an electronic code.

From March 1st, 2026, each real estate product in Vietnam will be assigned a unique electronic identification code according to Government Decree No. 357/2025/ND-CP on the construction and management of the housing and real estate market information system and database. This regulation helps to increase transparency, improve management efficiency, and facilitate citizens and businesses when searching for and transacting information. This is an important step to meet the development requirements of the real estate market.

According to Decree 357, the electronic product identification code for real estate, including both houses and the built-up floor area within a building, is a string of alphanumeric characters, with a maximum of 40 characters, and is assigned individually to each house and each real estate product within a project. Each code reflects the information structure including: land plot identification code, project/construction code, location identification (if any), and type of real estate product.

The coding is automatically generated in the national database system on housing and the real estate market, and the local Departments of Construction will attach the identification code to housing development projects at the same time that the authorities issue a document notifying that the housing is eligible for sale.

In the case of the investor, immediately after the competent authority issues the investment policy decision or investment approval, the management agency will link the investor's electronic identification account to the system.

Not limited to just real estate products, Decree 357 also stipulates the expansion of the use of electronic identification codes to related entities in the market, including: units managing and operating apartment buildings; real estate brokerage licenses; and individuals and organizations benefiting from housing support policies. This aims to build a centralized and unified national information system and database on housing and the real estate market from the central to local levels. This is of great significance in ensuring market transparency, standardizing data, and improving the efficiency of state management.

Previously, the fragmented and inconsistent nature of real estate information made it difficult for buyers, sellers, and management agencies to search and verify. Electronic identification codes help systematize property information, ensuring that each property has its own unique "identity card," making it easier to search and control.

As a result, authorities can quickly access records, legal information, and planning status, helping to shorten the processing time for transactions, issuing documents, loans, mortgages, etc. This will reduce the procedural burden for both businesses and citizens.

Consistent and reliable data provides regulators with a comprehensive picture of the market, enabling them to formulate more accurate and realistic policies, identify risks early, and mitigate abnormal phenomena such as price surges or speculation.

It is clear that Decree 357 is a concrete step in the roadmap to promote national digital transformation, making data the foundation for modern governance and sustainable development. When information is digitized, interconnected, and effectively utilized, the real estate market will operate more transparently, contributing to the development of a comprehensive digital economy .
