The "One Digital Identity Per Citizen" model is being actively implemented by local authorities. The goal is to put citizens at the center and use data as the foundation.

Digital citizenship and digital identity involve integrating essential information and documents such as driver's licenses, vehicle registrations, health insurance, social insurance, dependent information, tax information, marriage status confirmations, and public digital signatures. Since its implementation, local authorities have directed grassroots forces such as Party branch secretaries, group leaders, village heads, and community digital technology teams to closely coordinate with commune police to disseminate information and mobilize the public with the motto "going door to door" to support and guide people.
In Tuyen Quang , after more than 30 days of intensified implementation of the project, over 1 million citizens aged 14 and above have had their level 2 electronic identification accounts activated, and over 515,000 electronic health records have been integrated into VNeID. Upon review, 11 commune People's Committee offices have been equipped with MOC R1 devices to facilitate the collection of electronic identification data…

Tung Ba commune has the highest rate of activating level 2 electronic identity verification accounts for citizens aged 14 and above in the province. By the end of November, Tung Ba had activated over 6,000 level 2 electronic identity verification accounts for citizens aged 14 and above, achieving a rate of over 90%. According to the Chairman of the People's Committee of Tung Ba commune, Hoang Trung Ta, the commune's approach is to improve the effectiveness of community digital technology groups. Each member of the community digital technology group focuses on guiding and assisting people in installing and setting up personal electronic identity verification.

Binh An is also a leading locality in integrating health insurance cards into the VneID Level 2 application, with a rate of over 54%. The commune police have actively advised the commune Party committee and government to mobilize the participation of all political and social organizations and implement a comprehensive propaganda campaign. The propaganda content focuses on emphasizing the benefits of the VNeID Level 2 identification account and accompanying conveniences such as: integrating health insurance cards, personal documents, and using citizen identification cards when seeking medical examination and treatment. According to the leaders of Binh An commune, the health insurance card integration campaign is being implemented throughout the commune with many peak activities, such as: the commune health station organizing extensive propaganda, assigning staff to guide patients and their families in integrating health insurance cards or assisting in registering for VNeID Level 2 accounts; The commune's Public Administrative Service Center assigns officials and employees to disseminate information, encourage, and guide people to activate and use VNeID level 2 accounts, create digital signatures, and submit administrative procedure documents through online public services...

Ms. Dang Thi Tho, Deputy Head of Binh An Commune Health Station, said: "Right from the start of the model's implementation, the station assigned two staff members, along with the commune police, to each village to encourage people to integrate their health insurance cards into the VneID Level 2 application. This integration makes the process of medical examination and treatment more convenient; when going for medical examination and treatment, people only need to bring their Citizen Identity Card, instead of bringing both their health insurance card and Citizen Identity Card as before." According to Ms. Tho, this is an important foundation to further promote the integration of health insurance cards into electronic health records, ensuring that all citizens have access to the benefits of digital transformation in healthcare.

However, assessments indicate that the implementation progress of the "One Citizen, One Digital Identity" model in the province is still slow. The activation of level 2 electronic identity accounts has only reached over 73%; only 11 out of 124 communes in the province have equipped themselves with MOC R1 machines for collecting electronic identity data; and the integration of health insurance card information into the VneID level 2 application has reached less than 30%...

To ensure that all eligible citizens have digital identities and digital accounts, localities within the province need to make greater efforts and intensify propaganda on electronic identification, while guiding people to install and use the VNeID application, register accounts on the Public Service Portal, and access online public services and digital bank accounts. This is considered a solid foundation for the province to effectively implement the "One Citizen, One Digital Identity" model in particular, and the contents of the "Digital Literacy Movement" in general.
