On August 28, the Prime Minister issued Official Dispatch No. 149/CĐ-TTg on giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2. The Prime Minister stated: “In the atmosphere of nationwide jubilation celebrating the 80th anniversary of the August Revolution and National Day on September 2, to continue demonstrating the profound concern of the Party and State for all the people, and in implementation of the directive of General Secretary To Lam, the Government Party Committee has submitted to the Politburo a proposal to organize the giving of gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.”
In document No. 17129-CV/VPTW dated August 28, 2025, the Central Party Office announced that the Politburo had agreed in principle to give gifts to the people. To promptly implement the Politburo's directive, the Prime Minister requested the Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security , and the People's Committees of provinces and centrally-administered cities to coordinate closely and immediately review and deliver the gifts to the people using appropriate methods (bank transfer or direct delivery) as soon as possible, before National Day on September 2, 2025. "The gift amount is 100,000 VND per person, for all citizens to celebrate Independence Day," the dispatch stated.
On August 29th, the Government issued Resolution No. 263/NQ-CP on giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd. On August 30th and 31st, in accordance with the Party and Government's policy, all levels and sectors nationwide simultaneously began implementing the plan. People from all over the country enthusiastically received this gift. From August 31st onwards, the Independence Day gift from the Party and State reached many people.
Over the past few days, social media has been abuzz with touching and joyful posts about this gift. Many people plan to use the money meaningfully, most commonly adding it to purchases for ancestral worship ceremonies, celebrating Independence Day, buying fresh flowers, national flags, A80 badges, and red flag t-shirts... All to share the joy with family, friends, and neighbors, fostering solidarity and reminding each other to love their country even more.

"A national memory that will be told for generations to come."
We know that in 1986, our country only began its reforms; in 1994, the embargo was lifted. In 1986, the GDP of the economy was only 8 billion USD. The poverty rate in 1993 was still 58% (according to the old standard). After nearly 40 years of reform, the country has experienced remarkable development. By 2025, the size of Vietnam's economy is expected to exceed 500 billion USD, ranking 30th in the world. Per capita income is expected to reach 5,000 USD/year by the end of this year. The poverty rate according to the multidimensional standard has decreased to only about 0.9%.
The event of the Party and State giving gifts to all citizens on a celebratory occasion affirms the country's progress on the path of reform, construction, and development.
Moreover, this decision carries profound significance, far exceeding its material value. "From the casuarina forests of Tra Co to the mangrove forests of Ca Mau," from bustling cities to remote villages, every citizen receives this gift as a token of gratitude for the silent contributions of the people in building and protecting the nation.
This also serves as vivid and concrete evidence of the Party and State's viewpoint that "the people are the foundation." People are the center, the subject, the resource, and the goal of all development strategies; all Party guidelines and policies, and State laws and regulations must be in line with the people's will, for the benefit and happiness of the people.
From another perspective, many people shared that, after the entire country "reorganized the nation," the gift came as a call to unity, uniting everyone as one, and moving forward steadfastly.

Inspiring and inspiring a desire for a happy Vietnam.
Prior to the aforementioned gift to the entire population, on the occasion of the 50th anniversary of the liberation of Southern Vietnam and national reunification, the 80th anniversary of the August Revolution and National Day on September 2nd, President Luong Cuong signed Decision No. 689/QD-CTN on giving gifts to people who have rendered meritorious services to the revolution. The gift amount is 500,000 VND per person, to be disbursed once on April 30th, 2025. The total budget for this meaningful activity is over 834 billion VND.
At the same time, localities also have plans to give separate gifts to war veterans and families of policy beneficiaries on this occasion. In Hanoi alone, the city level has given 118,035 gifts, with a total budget of over 187 billion VND, on the occasion of the 80th anniversary of National Day on September 2nd, with three gift levels ranging from 1 million to 5 million VND per individual.
The 100,000 VND gift for the people celebrating Independence Day further amplifies the joy and encouragement for those who have contributed to the revolution. At the same time, it is concrete evidence of innovative thinking in implementing social welfare policies and realizing the spirit of "the people benefit" in the leading principle of building a socialist rule of law state in Vietnam: "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit."
Along with that, the Party and State have implemented a series of practical social welfare policies, demonstrating a spirit of breakthrough action. A notable example is the policy of waiving tuition fees for general education in the public education system nationwide. Following this is the rapid achievement in eliminating temporary and dilapidated houses across the country. A summary report dated August 26, 2025, indicated that within one year and four months, the Central Steering Committee and local authorities conducted a rapid campaign, completing the demolition of 334,234 temporary and dilapidated houses nationwide, transforming them into new, spacious, "three-solid" houses (solid roof, solid walls, solid foundation) with 12 house designs suitable to the conditions of each area. This also includes the policy of investing in the construction of 248 boarding schools for primary and secondary levels in border communes; This is a policy with profound humanitarian significance, demonstrating the special concern of the Party and State for the people in border areas, remote areas, and areas still facing many difficulties. On July 27th, the first school was started in Si Pa Phin commune, Dien Bien province. Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized: "This is a project of the people's will, for the future of our children; it must not be delayed or spread thinly."
We are living in the atmosphere of national celebration and in a Vietnam that we are very proud of, where "the will of the Party and the hearts of the people" are united, where the Party has no other purpose than the happiness of the people, and where the State is truly of the people, by the people, and for the people.
As the entire nation looks forward to Independence Day, Independence Day gifts are like a warm flame, igniting national pride, inspiring unity, and fostering a shared desire to build a strong, prosperous, and happy Vietnam.
