"I don't think that in the near future, dialogues will return to the state they were in before the US unilaterally suspended them," Deputy Foreign Minister Sergey Ryabkov said, referring to the arms control agreement between the US and Russia.
According to Sergey Ryabkov, Moscow is still considering responding to Washington's proposal last month to resume arms control dialogue and strategic stability.

"If Moscow decides to send an official response, Washington will also find it difficult to make concessions in dialogue. Unilateral concessions from Russia are impossible. The issue is not about concessions or seeking compromise, but whether such dialogue is necessary," Ryabkov emphasized.
Russia insists it is ready to engage in dialogue with the US on nuclear weapons and other issues, but on an equal footing. Kremlin spokesman Dmitry Peskov said this month that Washington should stop lecturing Moscow if it wants to resume productive talks.
The U.S. and Russia have repeatedly blamed each other for the lack of progress in proposing arms control measures. In July, the U.S. proposed opening talks on a "framework" to maintain limitations on the deployment of strategic nuclear weapons when current limits expire in 2026.
Earlier, US National Security Advisor Jake Sullivan stated that the administration of US President Joe Biden was ready to negotiate "without preconditions" with Russia on managing "nuclear risks" and a "framework" to replace the New START treaty after its expiration.
However, in response, Russian Deputy Foreign Minister Sergey Ryabkov stated that Moscow cannot discuss arms control issues separately from other issues.
Unprecedented tensions between Russia and the United States erupted after Moscow launched a military operation in Ukraine in February 2022. Since then, Washington has imposed extensive sanctions on Moscow and provided weapons and other aid to Kyiv. President Joe Biden has said that the U.S. will continue to support Ukraine “for as long as necessary.”
Russia asserts that the transfer of Western-made heavy weapons to Kyiv effectively makes the US and NATO countries direct participants in the conflict.
