Recently, the Department of Culture, Sports and Tourism (VHTTDL) of Bac Giang organized a conference to propagate and disseminate the Law on Prevention and Control of Domestic Violence (Domestic Violence) in 2024. Attending were 162 students representing a number of departments, branches, agencies and units of the province and districts, towns and cities.
In his opening speech, Mr. Do Tuan Khoa, Deputy Director of the Department of Culture, Sports and Tourism of Bac Giang emphasized that currently, in the province, the situation of domestic violence still exists and is complicated in many forms, causing damage to health. physical, mental and psychological damage to the victim, destroying family happiness.
The organization of the conference aims to provide information, knowledge, and methods to prevent and combat domestic violence for officials at all levels to propagate and implement effectively. Thereby, helping people clearly understand their legal rights and interests, promoting the role of individuals, families and communities in preventing and combating domestic violence, contributing to building prosperous, equal and progressive families. set, happy.
At the conference, the students were informed by Mr. Hoa Huu Van, senior expert, former Deputy Director of the Family Department (Ministry of Culture, Sports and Tourism) of the views and policy objectives of the Law on Domestic Violence Prevention and Control 2022; new points of the Law; Methods of preventing and combating domestic violence and building happy families.
According to the rapporteur, the Law on Prevention and Control of Domestic Violence 2022 will take effect from July 1, 7 with many amendments and supplements compared to the Law on Prevention and Control of Domestic Violence in 2023 to overcome inadequacies in preventing and combating domestic violence and ensuring safety. Protect human rights right from the family and preserve good traditional cultural values of the family and nation.
At the same time, create a uniform legal basis for the prevention and control of domestic violence, in accordance with the Vietnamese legal system as well as international treaties to which Vietnam is a member. The new law includes 6 chapters, 56 articles, an increase of 10 articles compared to the 2007 law. The amendments help people clearly understand the concept of domestic violence; Adding 7 groups of domestic violence acts, propaganda forms on preventing and combating domestic violence; place to receive reports of domestic violence and measures to prevent and support people suffering from domestic violence...
Through specific examples in real life, the reporter suggests and creates conditions for students to exchange and discuss to accurately identify acts of domestic violence and forms of handling violations. From there, it was agreed that domestic violence includes all acts that cause physical, mental, sexual, and economic harm to other family members. However, in reality, domestic violence is often not clearly identified or difficult to detect, and is rarely denounced or reported.
Therefore, preventing and combating domestic violence must start from the family, with prevention as the main factor. It is necessary to diversify communication methods in this work. Mobilize the active participation of officials and unions in villages and residential groups in propaganda, understanding, advocacy and reconciliation; Enhance the responsibility of the Commune People's Committee to handle and resolve when domestic violence occurs. The handling process needs to pay attention to vulnerable groups such as women, the elderly and children; Respect and protect the legitimate rights and interests of relevant people.
