Presenting a report at the Conference, Mr. Nguyen Van Bay, Deputy Director of the Department of Intellectual Property said: In 2023, the state management of industrial property (IP) of localities has achieved great successes. certain results, including aspects of work that have achieved good results, such as propaganda activities, dissemination of knowledge and laws on industrial property, consulting activities, guidance on registration, establishment and protection of industrial property. protecting industrial property rights, encouraging and supporting innovative and creative activities. Some typical localities such as Hanoi, City. Ho Chi Minh, Bac Giang, Son La, Lang Son, Ha Tinh, Can Tho, An Giang, etc. State management of industrial property has been carried out with good results.
The above results show that state management of industrial property in localities has achieved certain achievements, contributing to local socio-economic development.
Specifically, in 2023, the NOIP received 156.413 applications of all types (an increase of 11% compared to 2022), including 84.753 applications to register industrial property rights (an increase of 8,5%) and 71.660 types of applications/requests. others (up 14,1%).
The Department processed 125.778 applications of all types, including 74.130 applications to register industrial property rights (an increase of 13,2% compared to 2022) and 51.648 other applications/requests (an increase of 6,6%); granted 36.977 industrial property protection certificates of all kinds (down 12,5% compared to 2022).
In 2023, localities have made many efforts in enforcing industrial property rights to repel counterfeit goods and goods infringing industrial property rights, reflected in a sharp increase in both the number of cases handled and the amount of fines.
According to reports from localities, the whole country has had 3.049 cases of copyright infringement handled (mainly for trademarks) with a total fine of 36.735.363.000 VND and more than 340.000 products handled. an increase of 213% in the number of cases and 204% in total fines compared to 2022 (1.430 cases with a total fine of more than 18 billion VND).
Support activities to enforce IP rights have also been paid attention and promoted by the NOIP through providing 306 professional opinions to enforcement agencies (an increase of 40% compared to 2022); Participated in 07 cases that ended up being resolved in court.
Mr. Nguyen Van Bay also said that in the current situation, when the effectiveness of intellectual property rights enforcement in international commitments that Vietnam participates in or negotiates to sign, there is a tendency to impose requirements.
