Enhancing responsibility in practicing thrift and combating waste.

The Standing Committee of the Quang Tri Provincial Party Committee has just issued Directive No. 43-CT/TU (dated March 26, 2025) on strengthening the leadership of Party committees at all levels in the work of practicing thrift and preventing and combating waste. The directive requires Party committees, agencies, units, localities, and heads of all levels and sectors to promptly direct, develop programs and plans with specific targets, and organize their full, serious, and effective implementation.

In Quang Tri province, the work of practicing thrift and preventing waste has been consistently led, directed, and implemented by Party committees and authorities at all levels over the years, achieving significant results. This has created positive changes in the awareness and responsibility of cadres and Party members, especially those in leadership positions, contributing to the effective management and use of resources for socio-economic development, ensuring national defense and security, and building a strong Party and political system.

Besides the achievements, some agencies, units, localities, officials, and Party members have not yet fully and deeply understood the practice of saving and preventing waste; at times and in some places, implementation has been poor and compliance has not been strict. Some projects have been delayed in implementation, requiring numerous adjustments during the implementation process, or have been completed but not used, causing waste. Self-inspection and detection of waste within agencies, organizations, and units remain limited...

To continue effectively carrying out the task of preventing and combating waste and building a culture of waste prevention and control, Party committees, Party organizations, government agencies, the Fatherland Front , and political and social organizations from the provincial to the grassroots level need to strengthen widespread propaganda, raise awareness and responsibility among cadres, Party members, and the people, first and foremost through the exemplary role of leaders in the meaning, importance, and responsibility of practicing thrift and combating waste; and continue to implement the Party's policies and the State's laws on practicing thrift and combating waste.

Strengthen control over power in all agencies and organizations within the political system, including officials, cadres, and Party members, especially those working in areas prone to waste such as land, mineral resources, public assets, finance, budget, and projects. Promote the application of information technology and digital transformation; reform administration, and minimize and simplify administrative procedures and costs for citizens and businesses.

Improve the quality of state management of budgets, assets, and finance in accordance with regulations. Accelerate progress and improve the quality of investment projects using state land, capital, and assets; develop effective plans for handling surplus public buildings and assets in the area. Resolve all delayed projects and bring them into service for socio-economic development as soon as possible.

To exploit and utilize land, resources, and minerals economically, efficiently, and sustainably, avoiding loss, waste, and negative impacts on the environment. To link the results of waste prevention and control efforts with achieving the economic growth target of 8% or more by 2025 and double-digit growth in the period 2026-2030; to recognize the results obtained from waste prevention and control efforts as an important resource contributing to the economic growth of the locality.

Strengthen inspection, supervision, and auditing regarding the prevention and control of waste, especially in areas, localities, and positions prone to waste, complaints, denunciations, and public concerns. Leverage the combined strength of the entire political system and society in preventing and controlling waste; encourage all segments of the population to actively participate in monitoring and detecting wasteful practices.

Promote thrift and combat waste in production, business, and consumption; implement civilized practices in weddings, funerals, and festivals. Timely commend, reward, and replicate advanced models in the fight against waste, and take practical measures to protect those who fight against and report acts causing losses and waste.

In his recent article "Combating Waste," General Secretary To Lam emphasized: "Building a culture of frugality and combating waste in agencies and organizations; encouraging the people to strengthen frugality and combat waste, creating a habit of valuing state assets, the people's efforts, collective contributions, and the efforts of each individual; considering the practice of frugality and combating waste as a daily task."

The General Secretary expressed his wish that everyone should consider practicing thrift as a daily task; build a culture of thrift and a sense of saving; think scientifically about work, manage time effectively, and cultivate ethics and social responsibility associated with strict adherence to discipline and regulations. Only then will the practice of thrift and the fight against waste become voluntary, regular, and self-motivated; and the resources of the State and society be used more effectively to serve socio-economic development and improve the lives of the people.
