
Mobilizing investment resources
At the emergency embankment construction site along the Vu Gia River in the central area of Ai Nghia (Dai Loc commune), the contractor is working diligently. Mr. Le Do Tuan Khuong, Chairman of the People's Committee of Dai Loc commune, shared that the local authorities are urging the contractor to mobilize maximum manpower, specialized equipment, and materials to accelerate construction progress, striving to complete the project by the end of 2026 (one year ahead of schedule). This project not only prevents landslides but also creates a new riverside road connecting DT609 with DT609B, enhancing the aesthetics and expanding the urban space of Dai Loc ward in the near future.
Recently, the rural road connecting the DT615 route to the Thạnh Hòa village cultural center (Chiên Đàn commune) has been paved and improved. To complete the project, 17 households along the route voluntarily donated land and dismantled structures to facilitate road widening. As one of the households actively donating land, Mr. Phạm Lực expressed his joy at being able to contribute to the local construction, facilitating travel and contributing to the increasingly modern appearance of Chiên Đàn town.
The communes of Hoa Vang, Hoa Tien, Ba Na, Dien Ban Tay, Nui Thanh, Tam Anh, Nam Phuoc, and Thang Binh are also actively mobilizing resources to invest in technical and social infrastructure in a synchronized and modern manner.
Mr. Nguyen Van Khanh, Chairman of the People's Committee of Nam Phuoc commune, shared that the commune has 8 provincial roads totaling 24.1km in length that have been reinforced and widened, playing an important role in connecting traffic between villages and the commune center, linking with national and provincial highways. These roads help improve access to public facilities such as schools, medical facilities, markets, and administrative centers.

Meanwhile, Mr. Tran Van Truong, Chairman of the People's Committee of Tam Anh commune, said that the infrastructure serving trade, services, and tourism in the area has developed quite diversely with 2 traditional markets, 21 supermarkets and convenience stores, and 704 commercial, food, accommodation, and general service establishments, contributing to the shift in economic structure and aligning with urban development orientation.
Leveraging strengths
It can be seen that the 10 communes that meet the criteria to be upgraded to wards all inherit the infrastructure of the former towns and townships and are located in prime locations at important, strategically significant transportation hubs. In the south of the city, Nui Thanh commune possesses all five modes of transportation: road, rail, air, inland waterway, and sea.
The communes of Tam Anh, Chien Dan, and Thang Binh all have railways, expressways, national highways, and provincial roads running through them. The communes of Ba Na, Hoa Vang, Hoa Tien, and Dai Loc are located along National Highway 14B, part of the East-West Economic Corridor 2. In addition to road transport, Dien Ban Tay and Nam Phuoc also have access to inland waterways.
Mr. Ho Xuan Luong (Hoa Dong village, Nui Thanh commune) believes that the transition from a commune to a ward will create a great impetus for socio-economic development. The people of Nui Thanh hope that becoming a ward will bring about comprehensive infrastructure investment, helping to realize its potential as a key urban center in the southern growth pole of Da Nang.
This will create more jobs for workers, boost growth, and live up to the local advantages.
However, creating new development spaces requires a harmonious and integrated approach across different areas within the ward; prioritizing green, ecological planning that is also adaptable to climate change.
According to Mr. Thai Binh, Secretary of the Party Committee and Chairman of the People's Council of Chien Dan commune, the locality has advantages in geographical location and transportation system, so once the commune is upgraded to a ward, it will be favorable to attract investment in industrial, commercial and service development, creating jobs to increase income for the people.
Local authorities will improve the effectiveness and efficiency of state management according to the urban government model; better meeting the requirements of planning, land, construction, and environmental management.
In particular, technical and social infrastructure will receive focused investment to ensure seamless and modern integration.
Thang Binh commune has a convenient inter-regional transportation system including National Highway 14E, the Da Nang - Quang Ngai Expressway, the North-South railway, National Highway 1, and in the near future, a high-speed railway on the North-South axis passing through it.
Chairman of Thang Binh Commune People's Committee, Doan Thanh Khiet, shared that the locality has many facilities that have become trading hubs, commercial and service centers, industrial and logistics centers, and urban centers connecting the city center with Tam Ky, Chu Lai and neighboring localities, creating leverage to promote economic development and expand urban space.

The unique and superior mechanisms and policies that the central government has provided for Da Nang are crucial conditions and resources for Thang Binh to achieve breakthroughs.
Many commune leaders share the same view: in the context of implementing a two-tiered local government model, the demands placed on the grassroots level extend beyond purely administrative management to include functions such as urban development management, population management, construction order management, environmental management, and the provision of increasingly important public services.
Continuing to maintain the commune-level administrative unit model in areas that already possess all the necessary elements for urban development will no longer be appropriate.
Therefore, upgrading eligible communes to wards is essential to align with urban characteristics and to create a legal basis for mobilizing resources, attracting investment, and developing synchronous infrastructure.
