"Upgrading" OCOP products to higher star ratings.

Developing OCOP products is identified as one of the province's important tasks, closely linked to the implementation of the National Target Program for building new rural areas. The star rating of an OCOP product assesses its quality, competitiveness, and potential.

With the goal of maintaining, gradually improving quality, developing, and establishing brand recognition in the market, upgrading OCOP products is being given attention by various sectors and levels in the province through many practical and effective solutions...

The specialty glutinous rice variety "Quạ Đen" from Thắng Sơn commune, Thanh Sơn district, has completed all the criteria and documentation for registration as a 3-star OCOP product of the province in 2024.

Elevating agricultural products

Located 7km from the center of Yen Lap district, Xuan Thuy is a mountainous commune with over 90% of its population being ethnic Muong and Dao people. Taking advantage of its vast land area, mastering technical processes, and adopting new production methods, Xuan Thuy commune has over 10 hectares of organically grown Dien pomelos; annually, it sells nearly 300,000 fruits to markets in the northern provinces at a price of around 20,000 VND per fruit.

Mr. Nguyen Van Nen, Director of Xuan Thuy Pomelo Cooperative, said: “The cooperative was established in 2019 with 13 members producing and trading pomelos. Thanks to organic farming methods and loose soil, the Dien pomelo trees are healthier, less susceptible to pests and diseases, and have improved productivity and product quality, surpassing traditional pomelo cultivation.” In 2021, the cooperative's Xuan Thuy pomelo product was recognized as a 3-star OCOP product and participated in trade fairs and seminars in many places inside and outside the province, receiving high praise for its quality from various levels and sectors.

Yen Lap district currently has 23 products meeting OCOP standards, including 21 products with 3-star OCOP certification and 2 products with 4-star OCOP certification. During the implementation of the OCOP program, Yen Lap district has proactively implemented activities to encourage and facilitate producers to expand their businesses, establish production and consumption linkages, and strengthen trade promotion and product advertising. The success of Xuan Thuy Pomelo Cooperative demonstrates the positive effects of applying high technology in an organic direction to production. This is a model in Yen Lap district, creating momentum to encourage households growing pomelos and other fruit trees to apply organic production methods, contributing to environmental protection and consumer health.

To improve product quality and effectively implement the OCOP Program, from now until the end of 2025, the district will continue to classify and evaluate products; promote and encourage economic organizations and families to register to participate in the evaluation and ranking of OCOP products. It will also strengthen trade promotion and focus on creating favorable conditions for OCOP businesses in the district to display, introduce, and promote their distinctive products at markets and exhibitions.

This year, Mr. Dinh Van Du's family in Giai Thuong area, Thang Son commune, Thanh Son district, harvested nearly 2 tons of Black Crow sticky rice from an area of ​​over 0.5 hectares, with an estimated revenue of nearly 40 million VND. Mr. Du said: "Black Crow sticky rice is only suitable for planting in the main crop season with a growth period of 143 days. This year, due to natural disasters, my family did not expand the planting area as much as in previous years, but the rice plants grew well, reaching almost head height, and yielded a high harvest."

According to Deputy Chairman of the People's Committee of Thang Son commune, Dinh Cong Trong, from 2017 to 2019, the entire crop area of ​​the commune was left fallow. The leaders were even more concerned when they introduced new varieties into production, but still suffered losses because the crop was often plagued by pests and diseases, and the weather was unpredictable with storms and heavy rains. In 2020, with the support of the District Department of Agriculture and Rural Development, Thang Son commune piloted the cultivation of 3 hectares of Black Crow glutinous rice, yielding nearly 1.5 quintals per sao (approximately 150 kg per 1000 square meters), with an economic value 2.5-3 times higher than regular rice. In the second crop season, Thang Son commune expanded the area to 3 zones, totaling 20 hectares. 100% of the production followed organic farming methods, using manure and no herbicides. To date, the area planted with Black Crow glutinous rice in the commune has increased to 75 hectares, with this year's crop yield exceeding 300 tons. The product has been promoted through the e-commerce channel of the Department of Industry and Trade, social media platforms, and participation in trade fairs inside and outside the province.

Comrade Phan Thanh Truong, Deputy Head of the Agriculture and Rural Development Department of Thanh Son district, said: “The model of growing Black Crow sticky rice in the district helps preserve local specialties and encourages people in areas bordering industrial zones not to abandon the crop because of the outstanding economic efficiency of this rice variety. In 2025, the district will continue to expand the area of ​​growing Black Crow sticky rice to 100 hectares in the communes of Thang Son, Yen Son, Yen Lang, and Cu Dong. At the same time, the district will continue to proactively coordinate with departments, agencies, and units to strengthen training for commune-level officials and OCOP product owners; creating all conditions to support businesses in perfecting their products, evaluation dossiers, and product classification. We strive to have 38 OCOP products with 3 stars or higher by the end of the year. These products are effective, have strong market demand, and become a driving force for the economic development of rural areas.”

The province's OCOP products participate in exhibitions at trade promotion fairs, connecting supply and demand for OCOP products.

Identifying the strengths and unique characteristics considered the "foundation" for the successful implementation of the OCOP program, the province is focusing on consolidating and perfecting product packaging designs, assessing quality, working alongside product producers, and determining market targets to develop appropriate production plans. This aims to unleash the internal strength and determination of each organization, individual, and enterprise in producing and creating value for products and services.

From 2021 to the present, the entire province has had an additional 220 products and product groups recognized as meeting OCOP standards. OCOP products meet quality and food safety standards and regulations; have diverse designs and packaging, are environmentally friendly, and meet market requirements.

The promotion, introduction, and sale of products are also emphasized, with 15 OCOP product sales and introduction points in 10 districts, cities, and towns, including: Viet Tri City, Cam Khe, Thanh Ba, Yen Lap, Tan Son, Thanh Thuy, Thanh Son, Tam Nong, Ha Hoa, and Doan Hung districts.

Currently, the province has 237 products that have been evaluated and classified as OCOP products, including 1 product achieving 5 stars, 54 products achieving 4 stars, and 182 products achieving 3 stars. With the support and cooperation of the local government, OCOP producers have gradually improved their awareness and responsibility in striving to maintain and develop their products. Quality is the most important factor prioritized in this effort.

In addition, it is necessary to strengthen product promotion and marketing, as well as invest in equipment and improve packaging, etc. To further advance the product in the market, it is essential to improve the criteria and areas that are still lacking, aiming to upgrade the OCOP rating for the product.

Ms. Le Thi Hong Phuong, Director of UT Tea Investment and Development Co., Ltd., Van Linh commune, Thanh Ba district, said: “With guidance and support from specialized agencies, we have basically completed the conditions to be recognized as a 5-star OCOP product. Upgrading the product's star rating will be a favorable condition for our company to expand sales and develop further in foreign markets, so we are constantly striving to maintain and improve the criteria to further enhance product quality.”

Continuing the implementation of the OCOP Program for the period 2021-2025, the entire province strives to have 368 OCOP products achieving 3 stars or higher by the end of 2025, from 303 entities including businesses, cooperatives, production groups, farms, craft villages, and production facilities with business registration participating in the program.

To effectively achieve the goal, the Department of Agriculture and Rural Development has directed its specialized departments to continue guiding and supporting businesses in perfecting product development. They are reviewing raw material area planning, selecting traditional, distinctive, and indigenous products... to develop OCOP products.

The agricultural sector focuses on coordinating with other sectors and localities to promote information dissemination and awareness campaigns so that OCOP entities better understand the content, purpose, and significance of their products and take responsibility for maintaining and developing them; encouraging and supporting entities with the necessary procedures to participate in the evaluation and re-certification of OCOP products when due.

Comrade Tran Tu Anh - Deputy Director of the Department of Agriculture and Rural Development, said: "The agricultural sector always accompanies businesses in developing OCOP-certified products; focusing on ensuring the quality of certified products as well as upgrading their ranking to ensure product prospects. At the same time, we closely coordinate with local authorities and businesses to exchange and develop development plans for each product, identify indicators that can still be improved in terms of points and ranking, and implement measures and guidance for businesses to complete their dossiers; and promote activities to advertise, facilitate trade, and connect supply and demand for OCOP products.”
