A foundation to create momentum for development.

Recognizing that Party building is key and economic development is central, in recent years, Vinh Chan commune, Ha Hoa district, has always focused on Party building and strengthening the political system to ensure unity and robustness, while simultaneously leading the implementation of socio-economic development tasks. This forms the foundation for the locality's increasing prosperity, and the material and spiritual lives of the people are gradually improving.

Mr. Cu Van Thinh in Zone 10 raises nearly 400 pairs of French pigeons, earning a profit of 12 million VND per month after deducting expenses.

The Party Committee of Vinh Chan commune currently has 648 Party members, organized into 20 subordinate branches, including 14 residential area branches. Ms. Ngo Thi Thu Ha, Deputy Secretary of the Commune Party Committee, stated: “To create consensus in the socio -economic development of the locality, first and foremost, the Commune Party Committee always proactively adheres to the viewpoints, guidelines, and policies of the Party and the State, as well as strengthening unity and cohesion among cadres and Party members, and fostering consensus among the people, creating spiritual motivation to successfully implement socio-economic tasks.”

The Standing Committee of the Commune Party Committee has assigned cadres to regularly attend meetings of Party branches and residential area meetings, promptly grasping the situation at the grassroots level, listening to the thoughts and aspirations of the people, especially on issues related to economic development, social welfare, and sustainable poverty reduction, so that the Party Committee can discuss and agree on the most appropriate policies, thereby creating consensus and unity in the implementation of Party resolutions.

Focusing on leadership and guidance in developing production towards improving productivity, quality, and efficiency, the Party Committee and People's Committee of the commune have intensified propaganda and mobilization efforts to encourage people to transform the crop and livestock structure by applying scientific and technical advancements, forming production models linked to value chains, planning high-yield and high-quality rice growing areas to create branded goods, and introducing 100% short-day rice varieties into production, with high-yield and high-quality varieties accounting for over 70% of the planted area. In the first nine months of 2024 alone, the total planted area in the commune reached 715.6 hectares; the total grain production is estimated at 3,749 tons, achieving 83% of the annual plan.

Furthermore, the commune focuses on developing and expanding livestock and poultry farming in the direction of family farms and large-scale farms; paying attention to specialty livestock such as hybrid pigs and free-range chickens; and making maximum use of water surface area to raise various types of fish, snails, frogs, etc. Currently, the total livestock population in the commune is over 700 animals, and the poultry population is over 86,000. The total area for aquaculture is 188.4 hectares; the production reaches 972.5 tons/year; the farming method is intensive and intercropping, with one rice crop followed by one fish crop.

In addition, Vinh Chan commune has directed and implemented many solutions to create favorable conditions for the development of businesses and production and trading establishments. Currently, the commune has 7 enterprises, 3 cooperatives; and 310 production establishments operating in the fields of industry, agriculture, handicrafts, and trade services such as: mechanics, repair, garment manufacturing, construction materials trading, transportation, woodworking, etc., operating effectively and creating jobs for hundreds of local workers.

Thanks to the leadership and guidance of the Party Committee and the government, along with the efforts of the people, the economy of Vinh Chan commune has seen significant improvements. Currently, the average per capita income reaches 49 million VND/year; the poverty rate in 2023 decreased to 5.63%. Based on preliminary assessments and comprehensive evaluations of residential areas in 2024, the commune's poverty rate is expected to decrease by another 0.8%. With economic development, cultural life is increasingly improving. Cultural, artistic, and sports activities are maintained and developed; and the construction and implementation of regulations and customs for culturally advanced residential areas have made considerable progress.

At the same time, other areas of work such as ensuring security and order, healthcare, education, population - family planning and children's issues have all been effectively implemented by the Party and the local government. As a result, this has fostered greater trust in the Party's leadership among the people, awakened the pioneering spirit of cadres and Party members, and boosted economic development, building a more prosperous and beautiful locality.
