To effectively implement the Party's guidelines and the State's policies and laws, Dinh Hoa commune has strengthened its efforts in disseminating and explaining the content of workplace culture to officials, civil servants, agencies, units, and hamlets in the area. The commune has developed workplace culture in conjunction with Directive No. 05-CT/TW, dated May 15, 2016, of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style. Implementing workplace culture has become one of the criteria for emulation linked to the performance of professional duties and the creation of a professional, friendly, and civilized working environment.
The leaders of Dinh Hoa commune regularly require officials and civil servants to strictly adhere to the regulations and rules of the agency, especially those related to workplace culture, from neat and polite attire to standard, courteous communication, respect for those around them, ensuring a smoke-free working environment, and organizing the workplace scientifically . These seemingly small actions contribute to building a friendly and approachable image of workplace culture, and of officials and civil servants who are responsible, dedicated, and serving the people.
In response to the emulation movement to promote workplace culture, agencies and units in the commune actively practice good work habits, strictly adhere to internal regulations, and arrange their workplaces neatly and tidily. Attention is paid to maintaining environmental hygiene, creating green spaces in workplaces that are close to nature and environmentally friendly, thus creating a positive image in the eyes of the people whenever they come to work at the agency or office. One of the vivid manifestations of workplace culture is that each official and employee knows how to handle work creatively and flexibly, avoiding authoritarianism and indifference in the performance of their duties.
According to Ngo Thanh Hung, Chairman of the People's Committee of Dinh Hoa Commune, the workplace culture has now become deeply ingrained and widespread in every agency and unit of the commune, becoming a beautiful cultural characteristic of local officials and civil servants, creating a friendly and professional working environment, and highly appreciated by the people for its spirit and attitude of service. The emulation movement to implement workplace culture contributes to building a team of officials and civil servants who are both "politically sound and professionally competent". Every year, 100% of agencies and units achieve the title of "cultural agency/unit". In the coming time, the commune will continue to promote the implementation of workplace culture, improve administrative discipline and order so that each official, civil servant, and Party member is always responsible for their work and sets an example for the people.
Using the people as the benchmark
Before 7 a.m., most of the civil servants at the Dinh Hoa Commune Public Administrative Service Center were already present at the office, dressed neatly and ready to welcome citizens coming to carry out administrative procedures. Despite having to process many files simultaneously, the civil servants here still diligently guided and gently explained procedures, processes, and processing times, creating favorable conditions for citizens in completing their administrative documents and procedures.
With the goal of ensuring citizen satisfaction, the People's Committee of Dinh Hoa Commune publicly displays the procedures, timelines, fees, and charges for administrative procedures; and accelerates the processing of procedures by applying information technology, creating convenience for citizens. The facilities at the citizen reception department are well-invested, with modern machinery and equipment. The workspace and citizen reception area are arranged scientifically, and each civil servant's workstation is clearly labeled with their name and area of responsibility for easy contact by citizens.
In interacting with the people, the commune requires officials and civil servants to adhere to the "4 requests, 4 always" principle (please greet, please apologize, please thank, please ask permission; always smile, always be gentle, always be understanding, always be helpful), creating a friendly and professional working environment, which is highly appreciated by the people for their spirit and attitude of service. Surveys and assessments show that the level of satisfaction of the people with the commune's officials and civil servants consistently exceeds 95%.
When going through the procedures for inheriting property, Mr. Tran Van Huu, residing in Hoa Thien hamlet, expressed: "Every time I go through administrative procedures, I receive very enthusiastic support from the commune officials, and I don't have to wait long. Sometimes, when there's an urgent procedure and the deadline hasn't arrived yet, if I have all the necessary documents, the officials process it on the same day, which is very convenient and saves me from having to travel back and forth multiple times."
Ms. Thi Bich Nghia, a civil servant at the Dinh Hoa Commune Public Administrative Service Center, said: “Every day, the center receives about 60 administrative documents and procedures, and on peak days, about 90 documents, so the workload is quite large. With the motto 'Finish the work, not just the hours,' my colleagues and I strive to resolve people's documents and procedures within the day, ensuring they are completed early and on time according to regulations, creating satisfaction for the people.”
