According to the forecast from the Nghe An Provincial Meteorological and Hydrological Station, at 4 PM on September 18th, the typhoon's center was located at approximately 20.1 degrees North latitude and 117.9 degrees East longitude, in the northeastern part of the South China Sea, about 480km southeast of Hong Kong ( China ).
The strongest winds near the center of the storm are at force 8 (62-74 km/h), with gusts up to force 10. It is moving northwest at a speed of 15-20 km/h. In the northeastern part of the North East Sea, winds are at force 6-7, with gusts up to force 9; near the storm's center, winds are at force 8-9, with gusts up to force 11, and waves are 3.0-5.0 meters high. The sea is very rough.

To proactively respond to the storm, the Provincial Civil Defense Command requests the People's Committees of coastal wards and communes, and relevant departments and agencies to closely monitor the storm's developments; strictly manage vessels going out to sea; organize the counting and notification of vessel owners and captains of ships and boats operating at sea about the storm's location, direction of movement, and developments so that they can proactively take precautions, evacuate, or avoid moving into dangerous areas.
Hazardous area in the next 24 hours: North of latitude 18.5N; East of longitude 113.5E (hazard area will be adjusted in future forecasts).
At the same time, prepare forces and resources for rescue operations when required.
The Provincial Civil Defense Command also requested that the following agencies: Nghe An Newspaper and Radio and Television; Ben Thuy Coastal Information Station and other mass media outlets strengthen the dissemination of information about the storm's developments to all levels of government, owners of vessels operating at sea, and the public so that they can proactively take preventive measures and respond.
Departments and agencies, according to their functions, responsibilities in state management, and assigned tasks, should proactively direct and coordinate with localities to respond to the storm.
Maintain a strict duty roster and regularly report to the Provincial Civil Defense Command.
