Resolution No. 02-NQ/TW of the Politburo, issued on March 17th, on the development orientation of the Capital City, has created an important milestone, placing culture at the center of the socio-economic development strategy. According to experts, this is a powerful "impetus," paving the way for Hanoi to exploit its inexhaustible endogenous cultural resources, realize the aspiration of transforming heritage into assets, and continue to affirm its position as a "Creative City" on the international map.

"Opening up" cultural resources

In previous development thinking, culture was often viewed from the perspective of preservation and safeguarding. However, Resolution 02-NQ/TW of the Politburo has created a fundamental shift in thinking by placing culture at the center of socio-economic development strategies; "Cultural Heritage - Identity - Creativity" is the core value, endogenous resource and soft power, the foundation for forming the character, intellect, and driving force for the development of the Capital city.

Commenting on this turning point, cultural communication expert Nguyen Dinh Thanh stated: “The most crucial aspect of this Resolution is the shift in mindset. We no longer view culture merely as a heritage to be protected, but as a resource for development. Hanoi is a place where the essence of a thousand years converges. Therefore, when the Resolution places culture at the center, it is the moment we begin to activate an inexhaustible source of ‘soft power’ to create real economic value.”

As the first locality in the country to issue a Resolution on the development of the cultural industry, affirming its determination to make culture an endogenous driving force for growth, Hanoi has long been interested in the economic value of culture. With Resolution 02-NQ/TW, this orientation is further strengthened with a broader vision.

Professor Dr. Tu Thi Loan, Director of the Thang Long Institute of Cultural Research, believes that Resolution 02-NQ/TW further emphasizes the strengths and potentials of Hanoi that need to be developed in the context of promoting digital transformation.

“This will be a crucial impetus for Hanoi to realize its goal of transforming cultural capital into sustainable development capital. Besides its vast treasure trove of traditional cultural heritage, contemporary culture in performing arts, film, music, fine arts, etc., contains immense untapped potential. And the requirements in Resolution 02-NQ/TW show that Hanoi can develop more contemporary art fields, not just traditional cultural heritage,” emphasized Professor Dr. Tu Thi Loan.

Hanoi, with its thousand-year-old cultural heritage, has no shortage of "raw materials." What is lacking is the mechanism to transform "cultural resources" into "development assets." And Resolution 02-NQ/TW has "opened wide" the door to mechanisms and institutions so that culture can become a pillar driving development.

Transforming culture into a competitive advantage.

To ensure that culture truly becomes the "foundation shaping Hanoi's character, intellect, and resilience," experts believe it is necessary to continue promoting public-private partnership models in the cultural sector. For example, developing live performance programs at scenic areas or fostering a night-time economy linked to culture requires strong involvement from strategic investors.

According to Professor Dr. Tu Thi Loan, in order to transform culture into a competitive advantage, Hanoi must continue to remove institutional and policy barriers and obstacles to attract social resources, including the private sector and non-governmental organizations, for cultural development. In addition, comprehensive solutions are needed in training human resources for the development of the cultural industry.

According to her, one of the most crucial components of development is attracting the participation of businesses, especially large ones.

“In countries like South Korea and Japan, large corporations are the main driving force behind the cultural industry. In Vietnam, the trend of large businesses choosing culture as a key investment area is gradually emerging. With the support of the private sector, cultural projects will have additional financial resources and effective management thinking to develop,” emphasized Professor Dr. Tu Thi Loan.

With 12 cultural industries, Hanoi is facing an endless opportunity for development. Expert Nguyen Dinh Thanh analyzes that the combination of institutional and infrastructure improvements and human creativity will be the key to Hanoi's breakthrough.

“We can clearly see that historical sites like the Temple of Literature and the Hoa Lo Prison have become attractive cultural products. However, to go further, we need to digitize heritage in three stages: electronic digitization, interactive digitization, and finally, comprehensive digitization, that is, transforming heritage into digital assets in the virtual world. If we can achieve this, it will bring enormous economic value and soft power to the capital.”

According to expert Nguyen Dinh Thanh, when institutions are open, infrastructure is ready, and people are free to create, Hanoi's cultural industry will develop sustainably.

"We have excellent traditional resources and a modern perspective; now it's time to transform all of that into economic strength so that Hanoi truly becomes the leading city of the country," affirmed expert Nguyen Dinh Thanh.

Resolution 02-NQ/TW is not just a policy document, but a call to action for every citizen, every artist, and every business to join hands in building the human values ​​of the capital city in the context of globalization.

Hanoi aims not only for pure economic growth but also for sustainability, where material wealth must go hand in hand with spiritual richness.

Resolution No. 02-NQ/TW has opened a new chapter for the culture of Thang Long-Hanoi. In a world of competition not only through economics but also through cultural identity and appeal, Hanoi is facing a rare opportunity to redefine itself.
No longer a story of the past, culture – if properly harnessed – will become a "strategic asset" for the future. And then, Hanoi will not only be the "heart of the country," but can also become a creative center with influence in the region and around the world.
