Point models
"Four-Good Party Branches" include the following criteria: Successfully fulfilling political tasks; High-quality party activities; Good unity and discipline; Good cadres and party members. Within these major criteria, there are also sub-criteria and mandatory criteria, each determined by different scoring scales. Party branches achieving 90 points or more are considered "Four-Good Party Branches".
To achieve the "four good" criteria for Party branches, Party branches must promptly disseminate and concretize the policies and resolutions of higher-level Party committees in accordance with the realities of the locality and unit; lead the effective implementation of political tasks, socio- economic development, national defense and security, and Party building; and recruit Party members ensuring both quantity and quality.
Simultaneously, leadership and guidance are crucial in effectively combating and preventing the decline in political ideology, morality, and lifestyle, as well as "self-evolution" and "self-transformation" within the Party, while simultaneously promoting the study and emulation of Ho Chi Minh's thought, morality, and style. Party branches must maintain discipline, fully implement the content, and improve the quality of their meetings according to regulations. Each Party branch must develop and implement its own working regulations, while simultaneously fostering strong internal unity...
The Party Committee of Nang Kha commune (Na Hang district) selected the Na Reo Party Branch and the Primary School Party Branch as pilot units for building the "four good Party branches" model. Comrade Nguyen Cong Thi, Secretary of the Na Reo Party Branch, said that the branch closely followed the guidelines to organize implementation. The contents and criteria of the model are comprehensive, covering all activities of the Party branch, easy to understand, and easy to implement. The model helps the Party branch secretary to more clearly identify key tasks in leading, directing, and managing the Party branch.

The Party Committee of Luong Vuong commune (Tuyen Quang City) held an online meeting to discuss the implementation of the "four-good Party branch" model.
The Na Reo Party branch still faces difficulties in fulfilling some of its component criteria, such as the task of developing new Party members, mobilizing resources for socio-economic development, and leading mass organizations. Implementing the "four good Party branch" model has helped deepen the branch's activities, raise the awareness of Party members, and effectively promote its leadership role in the socio-economic development of the locality. In 2023, the average per capita income of the village increased significantly, reaching 56.5 million VND/person/year, the highest in the entire commune. The branch achieved 94 points in the "four good Party branch" model evaluation.
The Party Committee of Luong Vuong commune (Tuyen Quang City) selected two Party branches as pilot projects: Party Branch 5 and the Kindergarten Party Branch. Comrade Nguyen Duc Hong, Secretary of Party Branch 5, stated that, in accordance with President Ho Chi Minh's teachings on the role and importance of building clean and strong Party branches, the model's standards include: successfully completing political tasks; maintaining high-quality meetings; fostering unity and discipline; and having good cadres and Party members. The implementation of most criteria has been relatively smooth, with the only difficulty being the recruitment of new Party members. It can be said that building the "four good Party branch" model is extremely necessary, helping the Party branch clearly define its key tasks, especially the completion of political tasks (the highest priority criterion), including the thorough understanding and implementation of Party policies and resolutions, which were previously often carried out superficially.
Expanding the model of "four good Party branches"
Currently, each grassroots Party committee selects two models to develop, and the Party committee of an agency selects one model to build pilot models of "four-good Party branches".
Comrade Nguyen Van Minh, Secretary of the Party Committee of Minh Dan commune (Ham Yen district), said: The commune Party Committee selected the Central Party Branch and the Kindergarten Party Branch as pilot sites for building the "four good party branch" model, and assigned the Deputy Secretary of the Party Committee to directly guide the party branches in implementing the "four good party branch" model. Regarding the Central Party Branch, it has achieved outstanding performance for four consecutive years. The branch secretary himself is a person of prestige and leadership ability.
During the implementation process, the commune Party Committee proposed that the Party branches hold thematic meetings on building the "four-good Party branch" model, and invited members of the commune Party Committee Standing Committee and Party branch secretaries from throughout the Party organization to attend. In these thematic meetings, the content and criteria for building the "four-good Party branch" model were discussed, analyzed, evaluated, and the methods were presented in detail. The goal for 2024 is to expand the model to the entire Party organization. Therefore, the implementation of the "four-good Party branch" model to all Party branches will be more successful.
According to Nguyen Thi Phuong Mai, Deputy Secretary of the Party Committee of Luong Vuong commune, she personally guided the model Party branches in the commune to implement the "four good Party branches" model. To date, all Party branches have submitted reports evaluating the implementation of the "four good Party branches" model. Basically, the implementation of the model has been smooth, easy to do, and it can be affirmed that this is a good model that needs to be replicated. The commune Party Committee will hold a separate conference to summarize and evaluate the results of the model's implementation.
To replicate the model throughout the Party organization, the commune Party Committee directs all Party branches to hold a thematic meeting on the "four-good Party branch" model; at the end of the year, an evaluation and summary will be conducted, and the title of "four-good Party branch" will be announced, with timely rewards given.
Based on these exemplary models, Party committees will replicate them in the coming period, adding more effective methods to ensure the models become increasingly well-established. This will significantly contribute to organizational stability, improve the quality of cadres and Party members within the Party committee, and create clear changes in Party building and rectification, combating ideological and political decline, moral decay, and lifestyle deviations, as well as "self-evolution" and "self-transformation" within the Party.
