Accordingly, the Circular amends many regulations related to the scope of application, the method of determining the geographical area eligible for regional allowances, and updates the names of agencies and units after the reorganization of the organizational structure.
Adjusting the eligibility criteria for regional allowances.
One of the notable changes is the amendment to the regulations regarding the eligibility criteria for regional allowances.
According to the new regulations, officials, civil servants, public employees, and contract workers whose salaries are classified according to the salary scale prescribed by the State, and who are working in state agencies and public service units established by competent authorities, are eligible to receive regional allowances as prescribed.

Amend the regulations regarding the eligibility criteria for regional allowances.
For the armed forces, the Circular stipulates that it applies to officers, professional soldiers, non-commissioned officers, soldiers, and servicemen, as well as cadres, civil servants, and workers on the payroll currently working in agencies and units of the Vietnam People's Army and the Vietnam People's Public Security.
In addition, the Circular also repeals Clauses 2 and 6 of Section I of Joint Circular No. 11/2005.
Update regulations to reflect the new local government model.
To align with the new model of local government organization, the Circular replaces many terms in the current document.
Specifically, the phrase "general minimum wage" is replaced with "base wage" when determining the basis for calculating regional allowances.
At the same time, regulations regarding requests for determining the area eligible for allowances have also been simplified. Accordingly, instead of agencies and units sending documents to the district-level People's Committee for compilation and request, the People's Committees of communes, wards, and special zones will now directly submit written requests.
Throughout the Circular, the phrase "commune, ward, town" is replaced with "commune, ward, special zone," in accordance with the current administrative unit system.
The circular also updates the names of state management agencies, replacing the phrase "Ministry of Interior, Ministry of Labour - Invalids and Social Affairs, Ministry of Finance and Committee for Ethnic Minorities " with "Ministry of Interior, Ministry of Finance and Ministry of Ethnic Minorities and Religion".
Changes to the appendix regarding the scope of application.
Another new point is the complete replacement of the Appendix "Regional allowance levels for localities and units" issued with the 2005 Joint Circular with the "Appendix listing the areas applying regional allowances" issued with the new Circular.
This adjustment aims to update the application areas to reflect the actual situation after the administrative unit reorganization and to ensure the uniform implementation of the regional allowance system nationwide.
In addition, the Circular also abolishes some outdated regulations, including those referencing Decree No. 205/2004/ND-CP on the system of salary scales, salary tables and salary allowance regimes in state-owned companies.
At the same time, the regulation on including regional allowances in wage rates and accounting for them in production costs or business expenses for state-owned companies was abolished; and the phrase "state-owned company" was completely removed from the content of the 2005 Joint Circular.
The circular will take effect from July 1, 2026.
