Many changes have occurred at the commune and ward levels.

After one month, communes and wards in Binh Duong province (formerly) officially implemented the two-tiered local government model, bringing about many changes in receiving and resolving administrative procedures at the grassroots level, resulting in feelings of joy and excitement for the people and businesses.

Present at the Public Administrative Service Center (TTPVHCC) in Tan Dong Hiep ward, Ho Chi Minh City, from 7:30 AM on July 30th, Mr. Nguyen Van Muoi (34 years old, formerly residing in Phung Hiep, Hau Giang province ) brought two sets of documents – temporary residence registration declarations, photocopies, and confirmations from the ward People's Committee – to submit job applications for both him and his wife, feeling anxious about how long he would have to wait and what additional documents he would need to provide.

But thankfully, after submitting his documents at the reception counter, he received the results about 10 minutes later, just in time to submit his application to the recruiting unit. He was also surprised to see, for the first time, that at the main entrance, the reception desk already had cold bottled water and hot tea available, and the self-service tables set up in the waiting area had pastries, boiled eggs, coffee, and fruit for people to use if needed.

Mr. Mười shared: "Having lived in Binh Duong (now Ho Chi Minh City) for over 10 years to make a living and having visited the ward office many times to get documents certified, this is the first time I've seen the ward office so approachable and friendly, like my own home. Everyone was welcoming and processed administrative procedures, making me feel like the distance between officials and citizens has been reduced."

In Di An ward, the most populous ward in Ho Chi Minh City (over 227,000 people), the application submission and citizen reception area is conveniently located, allowing residents to easily access the application point simply by passing through the entrance gate. Notably, ward leaders and the Public Service Center staff are always present at the citizen reception area to provide timely guidance and support.

Ms. Mai Thao Ly (a bank branch employee in Di An) shared: “I submitted a land mortgage application for a customer in the ward. The reception process only took 10 minutes and was processed quite quickly, with results available after only 3 days. Previously, submitting this application involved taking a number, submitting the application, receiving a receipt, and usually waiting 4 to 5 hours. Now, it takes less than 30 minutes.”

Proactively improve the organizational structure and personnel.

As the most populous ward in Ho Chi Minh City, with an ever-increasing number of administrative procedures being processed, the officials and civil servants of Di An ward have ensured that there are no delays or long waits for residents, becoming one of the positive points for the newly established local government.

According to the Chairwoman of the People's Committee of Tran Thi Thanh Thuy Ward, the Standing Committee of the Ward Party Committee proactively prepared personnel, organization, and facilities, ensuring that administrative procedures were received and processed smoothly. Issues related to the integrated software for issuing tax identification numbers and initial land use right certificates have been largely resolved, and residents are satisfied. Notably, the Ward Party Committee leadership requires departments to report on their daily work and directly intervenes to resolve difficulties and address residents' requests, creating a new work ethic in the ward.

Thu Dau Mot Ward has also proactively assigned young, capable, experienced, and qualified officials in the application of information technology, especially in positions that directly interact with citizens and businesses, and has achieved quite good initial results in resolving administrative procedures.

In Thuan An ward, the Public Service Center operates smoothly and efficiently, effectively serving the needs of the people thanks to the proactive assignment of staff to directly monitor each sector at the counters, and the timely establishment of a technical support team to handle software issues on-site. With 11 specialized counters, from July 1, 2025 to the present, the center has received a total of 2,668 public administrative dossiers, including 32 dossiers in the land sector and 77 dossiers in the economic and infrastructure sector. To date, all 77 infrastructure dossiers have been resolved, while the remaining 32 land dossiers are still being processed according to the established procedures.
