Once completed, these projects will be a major driving force for Dong Nai to accelerate its development in the coming period.

Many basic projects have been completed.

In mid-December 2025, Component 3 of the Ho Chi Minh City Ring Road 3 project, the section passing through the province, was officially opened for technical traffic. The project is over 11km long, of which the main expressway section is approximately 5km long.

After the completion of the technical opening to traffic, the contractors at the project continued to mobilize manpower, machinery, and equipment to continue construction and complete the project. According to the requirements of the Provincial People's Committee, Component 3 of the Ho Chi Minh City Ring Road 3 project must strive to be completed and put into operation by the end of April 2026.

Similarly, Component Project 1 of the Bien Hoa - Vung Tau expressway section passing through the province is also targeted for completion and commissioning by the end of April 2026. According to the Provincial Investment and Construction Project Management Board, the completed construction volume has reached approximately 75% of the total contract value. In particular, the expressway section has been largely completed, with contractors installing median barriers, noise barriers, and traffic signs in many sections.

In 2026, the total planned capital allocated to key projects and works in the province is over 7 trillion VND. As of March 5, 2026, the disbursed capital is over 460 billion VND, reaching more than 6.5% of the planned capital.

Assessing the progress of key projects in the past period, Deputy Secretary of the Provincial Party Committee Vo Tan Duc said: The progress of key projects in the province has shown positive changes. Regarding projects using public investment capital, 8 out of 13 projects are currently under construction, and some projects have been basically completed.

Demonstrate results through specific progress timelines.

Besides key projects that are generally on schedule, many others are still behind schedule. Approximately 10 key projects are experiencing delays, with little progress observed recently. The main reasons remain obstacles in land clearance and the lack of decentralization of authority for approving planning adjustments.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha stated that the biggest reason affecting the progress of projects in the province, including key projects, still lies in the compensation and land clearance process. "The Provincial People's Committee has issued all relevant regulations regarding compensation and land clearance. Therefore, relevant units need to change their approach and accelerate this process to facilitate project construction," said Vice Chairman Ho Van Ha.

At the working session of the Steering Committee for the implementation of key projects in the province (the Steering Committee) on March 11th, Deputy Secretary of the Provincial Party Committee Vo Tan Duc requested: To accelerate the progress of projects in the coming time, the Provincial Party Committee and People's Committee should direct relevant units to urgently complete the construction of the road network diagrams for each project and report them to the Steering Committee for monitoring, inspection, and supervision. "The responsibilities and tasks of each agency, unit, and locality must be clearly defined, and the results must be demonstrated through specific progress schedules for each project," Deputy Secretary of the Provincial Party Committee Vo Tan Duc emphasized.

Regarding compensation and land clearance, when planning and implementing land clearance, it is necessary to ensure that the prescribed procedures and processes are followed and that they are consistent with the actual situation of each project; at the same time, flexibility should be applied between the steps in the process to shorten the land clearance time while still ensuring compliance with the law.

Project owners and contractors are responsible for their capacity and proactive approach in compensation, land clearance, and project implementation. In addition, the Provincial People's Committee must take strict measures to address individuals, units, and contractors who are slow in carrying out compensation, affecting project progress and the disbursement of public investment funds.
