Thanh Loc commune (Hau Loc district) has been focusing on exploiting the potential and advantages of the locality, implementing solutions for economic development. This includes encouraging people to change the structure of crops and livestock, accessing and transferring science and technology into agricultural production; and developing industry, handicrafts, and service businesses.

Ms. Nguyen Thi Hoe, Director of the Eyelash Export Production Company in Thanh Dong village, said: “Previously, both my husband and I worked far from home in various jobs, which were hard work and left us with no time to care for our young children. Seeing that there were many unemployed agricultural workers in our hometown while their lives were still difficult, my husband and I returned to our hometown to start a business producing eyelashes for export and domestic consumption, providing jobs for dozens of local workers with stable incomes of 4 to 6 million VND per person per month.” Thanks to people like Ms. Hoe who boldly brought the craft back to their hometown, many women with young children, the elderly, and people with disabilities in Thanh Loc commune have found additional employment and a stable life right in their hometown.

In agriculture , Thanh Loc commune focuses on increasing production value through various flexible approaches. The commune has strongly developed high-quality rice varieties, maintaining a cultivated area of ​​580 hectares, of which nearly 30 hectares are dedicated to rice cultivation. The Thanh Loc Agricultural Service Cooperative has signed a contract with Sao Khue Trading Joint Stock Company in Dong Hoang commune (Dong Son district) to produce high-quality commercial rice, with over 220 tons of commercial rice purchased annually. The commune has also established 19 successful farm and household economic models, such as: fruit tree cultivation combined with livestock and poultry farming; forestry; and aquaculture. Many models generate hundreds of millions of dong in revenue annually. The total livestock and poultry population in the commune is currently around 75,000 animals. Annual livestock farming activities bring the locality between 7 and 10 billion dong in revenue.

To provide people with capital for production and business investment, Thanh Loc commune has directed its associations and organizations to focus on reviewing and effectively acting as a bridge to help households in need of capital access credit programs from the Agricultural and Rural Development Bank and the Social Policy Bank in a timely manner, with outstanding loans reaching nearly 30 billion VND. In addition, the Women's Union and the Farmers' Association of the commune have mobilized well-off member households to support disadvantaged members with seeds, production capital, sharing experiences in farming and livestock raising, and helping each other with labor; at the same time, they have directed their organizations to create conditions for disadvantaged members to borrow from the association's fund to develop production and business. As a result, economic sectors in Thanh Loc commune have developed quite evenly.

Mr. Bui Van Son, Secretary of the Party Committee of Thanh Loc commune, said: "Compared to previous years, the lives of the people in the commune have improved significantly. Every year, economic indicators such as agricultural production value; revenue from small-scale handicraft and service industries; and average per capita income all exceed the plan. With improved income, people have been more active in responding to the advanced New Rural Development program, contributing funds to repair and upgrade village cultural houses as well as investing in purchasing cultural house equipment and outdoor sports equipment to serve cultural and sports activities. Specifically, in 2023 and the first 5 months of 2024, the commune completed the construction of sidewalks and green spaces in Dong Go Mu residential area, rebuilt Trung Temple, and renovated Dong shrine; the people of Thanh Phu village contributed funds to build internal village roads with a total cost of over 1 billion VND; the people of Thanh Dong village repaired..." "Renovating and upgrading Dong Temple with an amount exceeding 600 million VND...".

With the implementation of solutions tailored to local conditions, the average income of people in Thanh Loc commune has reached nearly 65 million VND; the multidimensional poverty rate has decreased to below 1.8%. Compared to the general level of the district, the income of people in Thanh Loc commune is not yet high, but for a purely agricultural commune, located far from the district center, and with many limitations at the starting point, this result shows the determination and great efforts of the locality in achieving the ultimate goal of the New Rural Development program: continuously improving and raising the living standards of the people in the area. In 2024, Thanh Loc commune strives to raise the average per capita income to 70 million VND.
