With the rapid development of information technology, the use of electronic invoices (e-invoices) brings many benefits to citizens, businesses, and tax authorities. Recognizing this, the Provincial Tax Department has effectively carried out propaganda and mobilization efforts to encourage citizens and businesses to develop the habit of requesting invoices when purchasing goods and services. Most notably, the "Lucky Invoice" program has encouraged participation and created opportunities for winning prizes, attracting many participants.
The Thanh Hoa Tax Department is launching a "Lucky Invoice" number-picking program for the fourth quarter of 2023.
Electronic invoices in general, and the "Lucky Invoice" program in particular, are being implemented by the tax authorities. This not only contributes to the development of e-commerce and digital businesses, but also brings many benefits, such as saving on printing, storage, resources, and protecting the environment. To ensure the program is conducted openly and transparently, the Provincial Tax Department has submitted a proposal to the Provincial People's Committee to establish a supervisory council for the prize draw program in accordance with regulations. Along with this, the Provincial Tax Department has also focused on promoting the program through various means, such as posting information on the Provincial Tax Department's website, sending open letters to taxpayers, and widely disseminating information through various media outlets. This is to promptly inform taxpayers about the program with the message, "Please get an invoice when purchasing goods and services." As a result, the program has received enthusiastic support from taxpayers in the province.
As of early January 2024, the Provincial Tax Department had successfully organized 7 lucky invoice prize draws, with a total prize value reaching billions of VND, awarded to over 300 lucky winners. Specifically, individuals and business households who purchase goods and services and receive electronic invoices with tax authority codes or electronic invoices with codes from cash registers have the opportunity to win valuable prizes in the program, including one first prize worth 10 million VND, three second prizes worth 5 million VND each, five third prizes worth 3 million VND each, and 35 consolation prizes worth 2 million VND each. For sellers, when their customers are lucky enough to win prizes in the program, the business, organization, or household issuing the invoice also has the opportunity to be introduced and promoted, thereby attracting more customers. In particular, the habit of each consumer of receiving invoices when making purchases will be a decisive factor in accelerating the modernization and digitalization of tax management in the tax sector.
Ms. Le Thi Nga from Xuan Thanh commune (Tho Xuan district), the lucky winner of the first prize in the "Lucky Invoice" program, shared that she was very surprised when the tax authorities informed her that she had won the first prize in the program for the fourth quarter of 2023. For her, the program has created a highlight in public awareness campaigns, using prizes to encourage and establish good habits among consumers. At the same time, it helps buyers understand the importance of keeping invoices.
The "Lucky Invoice" program, in addition to encouraging shoppers to request invoices from sellers for a chance to win valuable prizes, also contributes to promoting compliance with the State's tax policies and laws. Buyers requesting invoices when purchasing goods and services, in accordance with legal regulations, not only gives them a chance to win valuable prizes but also encourages sellers to comply with the State's tax policies and laws. Furthermore, by requiring invoices, consumers can ensure their rights are protected in commercial transactions, such as regarding product warranties, after-sales service, disputes, and complaints about product quality.
Ms. Huynh Thi Quynh Nhu from Thanh Hoa City said that she knew the tax department had been implementing the "Lucky Receipt" program for many years, so she always asks for a receipt whenever she buys anything. Furthermore, this is a way to check the prices of goods sold in the market. And luckily, during a purchase at Thanh Hoa Pharmaceutical and Medical Supplies Joint Stock Company, her receipt won second prize in the program.
Along with the "Lucky Invoice" program, the Thanh Hoa tax department is also simultaneously implementing electronic invoices with tax authority codes generated from cash registers for businesses with a direct-to-consumer business model. Forming the habit of requesting invoices when purchasing goods and services both protects the rights of buyers and provides an opportunity to become the owner of lucky invoice numbers in the "Lucky Invoice" program.
