The "keeper of the flame" in a poor coastal village.
At noon in Dong Duong village (Vinh Loc commune), the wind from Tu Hien sea blows in, carrying the characteristic salty scent of the ocean. Small boats have just docked after a near-shore fishing trip. Amidst the bustling crowd, Party branch secretary Tran Van Cu also returns after a day of labor at sea, bringing with him the joy of a successful catch and a stable income for his family.
Born in 1980 and raised in this very land, Mr. Cu is not only the head of the Party branch but also a true fisherman, dedicated to the sea with his small boat fishing near the shore. Years of making a living at sea have helped him understand the difficulties and hardships of the villagers, from their livelihoods to their daily lives.
In 2017, upon being elected Party branch secretary, he clearly understood that to mobilize the people, he himself had to set an example. From developing his family's economy to participating in local movements, he always took the lead, building trust among the people.
Not content with just attending meetings, he chose the most direct approach: "Going door to door." From advocating for the transformation of production models and improving livelihoods to maintaining environmental hygiene through the "Green Sunday" movement and building a cultural life in residential areas, he directly participated, listened to opinions, and persistently persuaded with sincerity and responsibility. In particular, during the New Rural Development movement, he was a pioneer in mobilizing villagers to donate land to expand rural roads. The wide, well-maintained roads we see today owe a great deal to his contributions.
Besides focusing on economic development, the Party Secretary of Dong Duong village also cares about the lives of disadvantaged households in the village. During holidays and Tet (Lunar New Year), he actively calls on philanthropists to support house repairs, provide capital for business, and help villagers stabilize their lives. Thanks to the leadership of the Party branch, directly led by Secretary Tran Van Cu, Dong Duong village has gradually transformed. From a poor village with many shortages, the lives of the people are now stable, and many households have become well-off thanks to developing services such as trading, processing seafood, and taking on garment manufacturing for export…

In Thai Duong Ha residential area, Thuan An ward, the story of the "red nucleus" at the foot of the waves is extended by simple but practical actions.
Mr. Huynh Nhan served at Phong Hai Border Guard Station from 1997. After completing his service and returning to his hometown, he continued to be involved in his family's traditional fishing profession; he participated in the local security team and held the position of Head of the Front Committee in Thai Duong Ha village.
In community movements, from environmental sanitation and beautifying village roads and alleys to building a civilized lifestyle, Mr. Nhân always takes the lead. For matters requiring high consensus, he often goes directly to each household to explain, address concerns, and help people understand and participate in the implementation.
His tactful speech, clear approach, and sense of responsibility have helped him build credibility within the community. As a result, many initiatives and movements implemented in Thai Duong Ha residential area have received positive support from the residents.
Not only does Mr. Huynh Nhan excel at his work, but he is also a successful businessman. While dedicated to the fishing industry, he chooses to fish near the shore, understanding the tides and combining traditional methods with scientific approaches to minimize the depletion of marine resources. As a result, his fishing not only provides a current income for his family but also ensures long-term sustainability.
