The Lang Xa Con residential area in Thanh Thuy ward was once a "hot spot" for security and order issues, a place where thieves and drug addicts frequently congregated, causing insecurity for residents for a long time. Since the regular police force was reinforced at the grassroots level and security and order protection personnel were established, the Lang Xa Con residential area security and order protection team has been strengthened from 1 to 4 members, and the situation has improved significantly.

Acting as an "extended arm" of the police force at the grassroots level, the security and order protection team of Lang Xa Con residential area has worked day and night, staying close to the people, listening to their thoughts and opinions. From this, they have successfully persuaded residents to voluntarily surrender 3 weapons, explosives, and supporting tools, and provided 7 fire extinguishers… Each member of the security and order protection team also serves as a crucial information link, providing up to 80% of valuable information to the police force. Thanks to this, many security-related incidents have been detected and handled promptly.

Notably, the successful arrest of the suspect who repeatedly committed thefts against residents throughout 2024 was a significant achievement. Members of the Lang Xa Con Security Team quickly arrived and coordinated with the ward police to secure the scene, meticulously reviewing every clue and providing crucial information about suspicious individuals or unusual occurrences in the area. It was this high sense of responsibility and valuable initial information that led to the successful resolution of the case in a short period of time.

According to the Hue City Police, similar "shields" to the security and order protection team of Lang Xa Con residential area are present day and night throughout the city. Behind the strength of each team is the tireless dedication of devoted and exemplary individuals.

As the head of the security and order protection team in residential area 8, Huong Tra ward, Mr. Tran Anh Tuan shared: "I, along with the team members, coordinate with the ward police to strengthen the 'Safe Neighborhood Fire Prevention and Control Team' and 'Public Fire Fighting Station' models, and regularly gather information about the activities of the 8 businesses with security and order requirements in the area."

According to the assessment of the Huong Tra Ward Police, Mr. Tran Anh Tuan is also a persistent older brother and uncle figure who diligently rehabilitates and educates misguided individuals, helping them reintegrate into the community.

The "extended arm" of the police.

On July 1, 2024, the entire city of Hue established 1,103 security and order protection teams with 3,413 members, ready to carry out 6 core tasks, becoming a solid support for the government and the people. Immediately after their establishment, under the direct guidance of the local Party committee and government, and with professional guidance from the commune-level police, along with the attention and investment from the Ministry of Public Security and the Hue City Police, the forces participating in security and order protection at the grassroots level have been equipped with the necessary means and tools to support their work.

Gathering intelligence is identified as a central and ongoing task for the force throughout its operations. With the advantage of being close to the people and having a thorough understanding of the local area, members of the neighborhood security teams in wards and communes truly become reliable "eyes and ears" for the police. Upon detecting signs of law violations or conflicts among the people, they promptly arrive on the scene and report to the commune-level police for immediate resolution. From its establishment until August 2025, this force has provided 1,952 valuable pieces of information and assisted in resolving 1,303 incidents from their inception.

The force's achievements are further highlighted by a series of other impressive figures, such as: supporting commune-level police and mass organizations in conducting 18,343 instances of propaganda and mobilization of the people to participate in crime prevention and control; coordinating support in 130 cases related to fire prevention and fighting and 44 cases related to rescue and relief; providing 74 reports on signs of violations by conditional business establishments and 133 other reports related to security and order; coordinating 24,549 night patrols and detecting 858 cases with signs of violations…

According to statistics from the Hue City Police, after the initial phase of operation, the security and order situation in the first six months of 2025 showed a significant improvement. Compared to the same period, the number of criminal offenses decreased by 96 cases, equivalent to 13.04%. The crime rate has been controlled and reduced.

The Hue City Police Department's leadership will direct police forces at all levels to continue doing a good job of advising, strengthening management, and providing professional guidance to build a cleaner and stronger security and order protection force at the grassroots level, meeting the requirements and tasks in the new situation.

To date, 38 collectives and 210 individuals in the security and order protection force at the grassroots level have been awarded certificates of merit for their outstanding achievements in their work.
