Professor Huynh Van Chuong stated that the 2024 high school graduation exam will essentially remain stable compared to the 2020-2023 period. Specifically, it will maintain the same format as the successfully organized 2023 high school graduation exam, with the Ministry only making some technical adjustments to the regulations to facilitate the organization and implementation by the Ministry-level and local examination boards.

ADDING ITEMS THAT ARE PROHIBITED FROM BRINGING INTO THE EXAM ROOM

Along with the regulations, the Ministry will also issue guidelines for organizing the exam earlier than in previous years so that students can study them carefully and prepare thoroughly and proactively for the exam.

According to the newly issued circular, candidates taking the exam have several points to note. Specifically, in addition to items allowed for exam purposes, the regulations add a list of prohibited items so that candidates are aware and can proactively avoid bringing them to the exam and the examination area. Accordingly, the revised regulations reinstate the provision "prohibited items in the exam room," including: carbon paper, correction fluid, alcoholic beverages; weapons and explosives/flammable materials; documents, communication devices or devices containing information that could be used to cheat during the exam and grading process.

Which English certificates will be awarded a perfect score (10/10) in the 2024 high school graduation exam?

Supplementing all legally valid foreign language certificates as stipulated by the Ministry of Education and Training will exempt candidates from the foreign language exam in the 2024 graduation recognition process, creating fairness for all candidates and recognized foreign language certificates.

According to regulations, exam papers are classified as "top secret" state secrets and can only be declassified after the allotted time for multiple-choice exams and after two-thirds of the allotted time for essay exams. Therefore, any leak of exam papers before the stipulated time is considered a breach of state secrets. Candidates should therefore adhere to the regulations and participate in protecting the confidentiality of the exam papers during the exam in the examination room.

This year's 12th-grade students will be the last group to take the high school graduation exam under the 2006 general education program (the old program).

EXAMINATION FOR ENHANCED PRACTICAL APPLICATION

PV: This is the last year the high school graduation exam will be held under the old curriculum, so what's special about the exam compared to previous years? Does the Ministry have any guidelines regarding the direction of this year's graduation exam questions, sir?

Professor Huynh Van Chuong: Basically, the exam structure and format will remain stable as in 2023 to avoid disrupting students. However, it is expected that some content related to practical application in certain subjects will be reasonably enhanced to gradually approach competency-based assessment, aligning with the goals and requirements for developing students' competencies and qualities, and gradually increasing the differentiation level so that the exam achieves its set objectives.

The regulations regarding foreign language certificates, bonus points, and exemptions from foreign language exams have received much attention and discussion in recent years. So, in this year's high school graduation exam, will there be any changes to these regulations, sir?

With the aim of maintaining the stability of the 2024 high school graduation exam as in the 2020-2023 period, especially as in 2023, this year the exemption from the foreign language exam in the graduation recognition process will still be applied as in previous years to avoid disruption for students. The draft regulations for the high school graduation exam also expand the types of foreign language certificates that can be used for exemption from the foreign language exam in the graduation recognition process. These are reputable certificates that have been recognized by the Ministry of Education and Training in various documents and have been used in the national education system for many years.

What should students keep in mind before the 2024 high school graduation exam?

WHAT PROGRAM WILL CANDIDATES WHO DO NOT PASS THE 2024 GRADUATION EXAM TAKE?

Could you please explain how students who fail this year's high school graduation exam can retake it next year if they are not studying the new curriculum? Will the Ministry organize a second round of the graduation exam for these students?

Students currently studying under the 2006 General Education Program and preparing for the 2024 high school graduation exam can rest assured and have no need to worry. The Ministry of Education and Training considered this issue when developing the high school graduation exam plan for 2025. Accordingly, the Ministry has considered organizing a separate graduation exam for candidates who did not pass the 2024 exam and previous years' exams under the 2006 General Education Program. Therefore, students can be confident that they will not be taking the 2018 exam while studying under the 2006 program.

12th-grade students will take the 2024 high school graduation exam at the end of June with some technical adjustments to the regulations.

However, we always hope that the students will prepare their knowledge well so that they can pass this year's graduation exam, which is certainly what the students, their families, and the school want.

Do you have any message for the candidates taking the exam this year?

As I analyzed above, this year's exam will basically remain stable, with no major changes. Therefore, you don't need to worry. Focus on preparing for your final exams with a thorough study mindset, ensuring you have a solid grasp of the knowledge, and maintaining good health so that you can enter the exam feeling relaxed and confident.

This year's exam will take place at the end of June.

Professor Huynh Van Chuong stated that the exam schedule will remain stable as in 2023, expected to take place at the end of June 2024. The reason is that the end of June is the most suitable time for the 12th grade students' academic year in 2023-2024, and also provides sufficient time for schools and students to review and systematize their knowledge before the exam. It is also convenient for localities in organizing the 10th grade entrance exam for the 2024-2025 academic year and the summer break; and aligns with the enrollment plans of universities and colleges in 2024.

Foreign language certificates that exempt you from the exam.

The newly issued regulations add a certificate of eligibility for exemption from the high school graduation exam in foreign languages, instead of including it in the guidance document as before.

Specifically, for English, in 2023, only the following certificates were recognized: TOEFL ITP (minimum requirement of 450 points), TOEFL iBT (minimum requirement of 45 points), and IELTS (minimum requirement of 4.0 points). In 2024, in addition to the above certificates, the English subject will also include: B1 Preliminary/B1 Business Preliminary/B1 Linguaskill; TOEIC; Aptis ESOL B1; PEARSON PTE B1; and a foreign language certificate according to the 6-level foreign language proficiency framework used in Vietnam (level 3). For the TOEIC certificate, candidates need to achieve scores of 275-399 in listening, 275-384 in reading, 120-159 in speaking, and 120-149 in writing.

This year's exam still maintains the following regulation: "Candidates who are exempt from the foreign language exam will receive 10 points for this exam for the purpose of considering their high school graduation. Candidates who do not register to use their right to be exempt from the foreign language exam must take the exam and be considered for high school graduation like candidates who are not exempt."

5 tests

The 2024 exam will continue to consist of 5 tests: 3 independent tests in mathematics, literature, and foreign language; 1 combined natural science test including physics, chemistry, and biology; and 1 combined social science test including history, geography, and civics (for candidates studying the high school general education program) or history and geography (for candidates studying the high school continuing education program).

For combined subject exams, candidates may only register for one combined subject exam or the component subjects within a single combined subject exam (for independent candidates). Candidates may register to take a foreign language exam different from the foreign language they are studying in high school; candidates who are students of continuing education programs may register to take a foreign language exam to use the results for university and college admissions.
