
Strengthening the organization of the Association, creating a solid foundation.
The year 2026 marks many important political milestones for the country and the province, placing increasingly high demands on the Farmers' Association in accompanying and leading the farmers' movement. Against this backdrop, the Provincial Farmers' Association (HND) has identified its central task as building a truly strong organization, operating effectively and efficiently, focusing strongly on the grassroots; and promoting its role as a reliable bridge between the Party, the government, and its members and farmers.
Along with strengthening its organization, the Association proactively coordinates with local Party committees to effectively carry out the planning, arrangement, and placement of cadres; focusing on comprehensive training and development in politics, ideology, ethics, lifestyle, and work skills for the Association's cadres at all levels. This is considered a key factor in improving the quality of activities and the prestige of the Association in the new situation.

Simultaneously, the establishment and expansion of professional farmer associations, clubs, and production linkage models continue to be promoted, contributing to the renewal of content and methods of operation towards practicality and relevance to members' needs. Meetings of associations are organized on specific topics such as economic development, application of science and technology, market information updates, and agricultural product consumption, thereby gradually improving the production and business capacity and collaborative mindset of farmers.
According to Ms. Nguyen Thi Tuyet Hanh, Chairwoman of the Provincial Farmers' Association: This year, the Association will expand its membership recruitment, striving to recruit 1,500 or more new members; and establish 30 more professional Farmers' Association groups and 20 professional branches. This is not simply about expanding in number, but about gradually forming production linkage centers where farmers can share experiences and support each other in terms of technology, markets, capital, and information.

Alongside this, training and professional development will be given comprehensive attention. Approximately 1,300 full-time association officials and branch leaders will be equipped with knowledge of agriculture, rural economics, and mass mobilization skills; 500 outstanding farmers and those excelling in production and business will have their management skills and market thinking improved. When the staff are dedicated and competent, and members receive timely support, the farmers' movement will develop steadily and in depth.
The "Farmers Competing in Excellent Production and Business" movement continues to be an important source of inspiration. This year, the Provincial Farmers' Association aims to have 60% of its member households register for the competition and over 50% of those households achieve the title.
Focus on digital transformation and green agriculture.
While agricultural production in Quang Ninh province used to rely heavily on generational experience and traditional farming practices, farmers are now undergoing a significant transformation, proactively embracing new knowledge, technologies, and modern business methods.
In line with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation, the Provincial Farmers' Association has identified the development of "digital farmers" as an urgent requirement for farmers to adapt and develop sustainably in the context of deep integration. Accordingly, the Association is promoting awareness of digital transformation; organizing training on the use of digital platforms, guiding members to open online stores, implement cashless payments, and apply production management software.

According to Ms. Hanh, in 2026, the Association aims to have at least 70% of its members equipped with digital knowledge and skills; and to support 2,500 or more members in opening accounts on e-commerce platforms. The Association will also focus on building and effectively implementing the project "Raising awareness and skills in digital transformation and advising and supporting farmer members in applying digital technology and science and technology in production and business activities, giai đoạn 2025-2030" as well as encouraging members and farmers to actively participate in the "Popular Digital Literacy" movement.
Alongside digital transformation is the orientation towards developing ecological, organic, and circular agriculture along the value chain. The association focuses on mobilizing and supporting farmers to build clean agricultural models linked to agricultural and rural tourism; developing distinctive local products; advising on building brands and collective trademarks, and increasing added value.

The establishment of at least 20 new cooperatives, agricultural enterprises, and businesses in 2026 will contribute to promoting production linkages and gradually overcoming the situation of small-scale, fragmented production. The Farmers' Support Fund will continue to be strengthened, striving to grow to over 400 million VND from non-budgetary sources, creating additional resources for farmers to expand production and start businesses.
Besides economic development, social welfare issues are also given attention. 100% of the Association's branches organize propaganda on social insurance and health insurance policies; mobilize at least 500 new members to participate in voluntary social insurance; and maintain over 99% of members participating in health insurance. At the same time, 100% of member households directly involved in agricultural production, processing, and trading are committed to ensuring food safety to enhance responsibility for public health, build consumer trust, and contribute to affirming the reputation and brand of Quang Ninh agricultural products in the market.
