Given the prolonged hot weather and increased risk of forest fires in the area, on June 24th, the People's Committee of Ninh Binh province issued a document requesting relevant departments, localities, and units to urgently implement comprehensive solutions to improve the effectiveness of forest fire prevention and control, and minimize damage caused by forest fires.
According to the Ninh Binh Provincial People's Committee, on June 23, forest fires occurred in Thanh Binh and Tan Thanh communes, causing damage to nearly 6 hectares of planted production forest. Given the forecast of continued prolonged heatwaves, the risk of forest fires is assessed as high, especially in key areas with large forest areas and easily flammable vegetation. In light of this situation, the province requests all levels and sectors to enhance their sense of responsibility and proactively implement preventive measures, ready to respond when forest fires occur.
The Ninh Binh Provincial People's Committee has instructed the local authorities of communes and wards to strengthen inspection and supervision of forest fire prevention and control activities in their areas; identifying this as a key task during the peak dry season. At the same time, localities need to promote the dissemination of legal knowledge and skills in forest fire prevention and control to the people to raise community awareness about protecting forest resources. Local authorities are responsible for guiding people to comply with regulations when burning undergrowth, clearing fields, or conducting activities using fire; and simultaneously strengthening inspection, prevention, and timely handling of actions that pose a potential risk of forest fires.
In addition, the People's Committees of communes and wards need to direct forest owners to review, update, and finalize the forest fire prevention and control plans that have been developed; ensuring the effective implementation of the "four on-the-spot" principle, which includes on-the-spot forces, on-the-spot equipment, on-the-spot logistics, and on-the-spot command. When forest fire forecasts reach levels III, IV, or V, functional forces must urgently identify areas with a high risk of fire to focus on monitoring, prevention, and preparing appropriate response plans.
In the event of a forest fire, local authorities must quickly mobilize forces, vehicles, and equipment to organize firefighting efforts, minimizing damage to forest resources and the ecological environment. Simultaneously, they must implement measures to mitigate the consequences and restore the burned forest area as quickly as possible; and urgently direct relevant agencies to investigate the cause, identify violators, and strictly punish them according to the law.
The Provincial People's Committee requested the Department of Agriculture and Environment to strengthen inspections of forest fire prevention and control in key areas; and proactively advise on handling plans when forest fires occur. The Department needs to regularly monitor and update meteorological and hydrological information and forest fire forecasts on the specialized monitoring system to detect fire points early, support the direction, management, and organization of effective firefighting; require forest owners to deploy forces to patrol and strictly control people entering and leaving forest areas with a high risk of fire; organize watchkeeping, detect early signs of fire, and report fires according to regulations. This is considered an important solution to detect and handle incidents promptly, preventing fires from spreading over a large area.
The Provincial Police and the Provincial Military Command are reviewing and preparing sufficient forces, vehicles, and equipment ready to mobilize in the event of a forest fire; proactively coordinating and cooperating with military units stationed in the area to mobilize support forces when necessary, ensuring that firefighting is deployed quickly and effectively. Relevant departments, localities, and units need to seriously implement assigned tasks; strengthen propaganda on forest protection and forest fire prevention and control, especially warning of forest fire risks during prolonged periods of hot weather to help people proactively prevent and raise awareness of forest protection; and at the same time, ensure timely information and reporting when forest fires occur so that provincial leaders can promptly direct handling according to regulations.
