
The power of unity
Late in the afternoon, the automatic streetlights illuminate the concrete roads of Phu Sung village, Ham Kiem commune. Right next to the village's cultural center, a lively fitness activity is taking place as a group of young people enthusiastically practice volleyball, their cheers and shouts echoing across the courtyard. This scene clearly reflects the transformation of a rural area that is gradually moving towards modernization.
Mr. Dong Dac Cu, head of Phu Sung village, said that after Ham Cuong commune (formerly) was recognized as achieving advanced new rural standards at the end of 2023 and implemented the model new rural development program, Phu Sung village was selected to implement the "Smart Village" model. By the end of 2024, the village had completed and exceeded the criteria for infrastructure, production and business, services, and resources. Currently, the village has fiber optic internet infrastructure and 4G coverage; more than 50% of residents use telemedicine applications; and over 80% of households pay their electricity and water bills cashless.
Despite changes in administrative boundaries following the village reorganization, the awareness of environmental preservation and a sense of responsibility towards the community continue to spread in each residential area, contributing to the development of increasingly civilized rural areas.

The head of Phu Sung village proudly added: “Besides fulfilling the criteria for a ‘Smart Village,’ the locality has maintained community cohesion and the peacefulness of the countryside. For many years, the village has effectively maintained self-governance movements, built a cultural life, and preserved security and order; people have actively contributed labor and funds to build rural roads and boldly applied science and technology to production. Currently, the entire village has 556 households, with only 3 poor households and 5 near-poor households remaining.”
The combination of digital transformation and the preservation of community values is helping Phu Sung to form a new image. This is an important foundation towards building a smart, livable residential area in the future.

Building a green, clean, and civilized living environment.
Besides the "Phu Sung Smart Village," another exemplary rural model in the southeastern part of the province is Minh Hoa village in Ham Thuan Nam commune. This locality was once known as the "village of millionaires" thanks to its dynamic spirit in dragon fruit production. After the administrative unit merger, Minh Hoa was again selected as a pioneer in building a "waste-free village."
Mr. Cao Duy Thanh, Head of Minh Hoa village, said: “ Economic development has helped improve the material living standards of the people. However, along with development, it also creates pressure on the environment. Without appropriate management measures, it can affect the quality of life and the appearance of the rural area. Therefore, building a waste-free village is an essential requirement. One of the factors that helps Minh Hoa successfully implement the model is the spirit of solidarity that has been formed over many years. Movements to build new rural areas, construct roads, or develop cultural life have all received active participation from the people.”

The village management board and members of the eight self-governing groups actively encouraged residents to participate in maintaining environmental hygiene, building green, clean, and beautiful roads, paying garbage fees, and disposing of waste in designated areas. Many families proactively cleaned up and maintained the landscape in front of their houses, planted more trees and ornamental flowers, creating cool green spaces in the residential area.
Mr. Cao Duy Thanh expressed his confidence: “In the near future, when the residential units are reorganized, Minh Hoa village will be divided, with a part merged into Minh Tien village and the rest merged into Minh Thanh village. Although the name Minh Hoa will no longer exist, the values that generations of people have painstakingly cultivated will continue to be preserved, building a green, clean, civilized, and sustainable living environment.”
