Overcoming difficulties in the first half of the term.

Many key performance indicators have been met or exceeded.

Following the 14th Provincial Party Congress, Party committees, Party organizations, localities, and units promptly began implementing the goals of the Congress Resolution. This included reviewing all the set goals, targets, and tasks, especially those with many difficulties and obstacles, in order to focus leadership and guidance on them.

Under the leadership of the Provincial Party Committee and its Standing Committee, the entire political system has been actively involved in strengthening the inspection and supervision of the implementation of tasks by lower levels. At the provincial level, there are frequent, both unscheduled and regular inspections by the Standing Committee and the Provincial Party Committee to localities and sectors. Through these inspections and supervisions, provincial leaders have resolved difficulties for units and localities, promptly handled cases showing signs of violations, and urged collectives and individuals who lack responsibility or shirk their duties, thus affecting the progress of achieving the goals and targets set in resolutions at all levels.

With swift, timely, and synchronized implementation based on appropriate solutions, halfway through the term, our province has effectively implemented the 3 strategic breakthroughs, 8 key tasks, and 6 main policies and solutions of the Provincial Party Congress Resolution. To date, 10 out of 18 main targets have been basically completed. Notably, the economic picture continues to develop; the average GRDP growth rate for the period 2021-2023 is estimated at 9.33% per year (an increase of 2.33 percentage points compared to the Resolution's target). The per capita GRDP in 2023 is estimated at VND 48.6 million/year, an increase of 1.46 times compared to 2020. The economic structure continues to shift in line with the set direction, with the estimated figures for 2023 being: agriculture, forestry and fisheries accounting for 16.88%, industry and construction for 20.92%, services for 58.11%, and product taxes less product subsidies for 4.09%. Total local budget revenue for the period 2021-2023 is estimated at VND 41,892.19 billion, reaching 71.61% of the Resolution's target. Budget revenue in the locality for the period 2021-2023 is estimated at VND 5,619.79 billion; of which, budget revenue in the locality in 2023 is estimated at VND 2,442.74 billion, exceeding the Resolution's target by 22.4%…

Identifying investment attraction and promotion activities linked to improving the investment and business environment as a crucial task, our province has implemented many open mechanisms to attract numerous investors to survey, propose, and implement projects, thereby creating a significantly transformed urban and rural landscape, especially key transportation infrastructure projects, urban development projects, and service projects, with important highlights including: the Dien Bien Phu Airport expansion project; the Martyrs' Memorial at the Dien Bien Phu battlefield; the 60m road and framework technical infrastructure project; and the Panorama painting in the Dien Bien Phu Historical Victory Museum...

Alongside economic and social development, since the beginning of this term, under the leadership of the Provincial Party Committee, various aspects of culture and society have seen many positive changes; the quality of education and healthcare for the people has improved. Significant results have been achieved in Party building and rectification, as well as in strengthening the political system. The organizational structure of the political system from the provincial to the grassroots level continues to be streamlined and consolidated; the quality of cadres, civil servants, and public employees is gradually improving, meeting the requirements and tasks in the new situation…

Efforts for the road ahead

The achievements made in the first half of the term have affirmed the correct leadership of the Provincial Party Committee through major policies and decisions. However, at the mid-term review conference on the implementation of the Resolution of the 14th Provincial Party Congress, term 2020-2025, held in early September, Provincial Party Secretary Tran Quoc Cuong also emphasized the difficulties and challenges in the coming period. Nevertheless, to achieve 100% of the targets set in the Resolution of the 14th Provincial Party Congress; including 6 out of 18 target groups exceeding the Resolution's objectives and 12 out of 18 target groups meeting the Resolution's objectives, the Provincial Party Secretary requested that Party committees at all levels continue to lead and direct the effective implementation of three strategic breakthroughs: Focusing on researching and promulgating specific mechanisms and policies to create momentum for investment and development; Building a synchronous infrastructure and urban system in a modern direction; Developing human resources, especially high-quality human resources, to meet development requirements aims to effectively exploit potential and advantages, create momentum for socio-economic development, and ensure national defense and security.

Regarding socio-economic development tasks, it is necessary to focus on implementing the 9 groups of tasks and solutions identified in the Resolution of the Provincial Party Congress; at the same time, supplementing 5 groups of solutions, such as: Concentrating resources to accelerate the implementation of key projects, creating highlights and breakthroughs in economic development and increasing budget revenue; developing Dien Bien province's socio-economic development within the overall development linkage of the Northern Midlands and Mountains region; focusing on solutions to disburse public investment capital at over 95% of the annual plan.

Regarding tasks and solutions for cultural and social development, we will continue to implement the 7 groups of tasks and solutions identified in the Congress Resolution; and add 4 groups of solutions: Eliminating dilapidated housing for poor households, helping people stabilize their lives, achieving sustainable poverty reduction, and completing the support for 5,000 solidarity houses for poor households before February 3, 2024. We will successfully organize the 70th anniversary celebration of the Dien Bien Phu Victory. We will focus on directing the implementation of the task of developing a plan for the preservation, restoration, and rehabilitation of the Dien Bien Phu Battlefield, a special national historical site. We will build Dien Bien Phu University to train and improve the quality of human resources to serve the socio-economic development needs of the province. Along with that, we will continue to effectively and efficiently implement the goals and targets in the fields of national defense and security, Party building, and the construction of the political system…

The 2020-2025 term has reached its halfway point, marked by numerous intertwined difficulties and challenges. However, under the correct and wise leadership of the Provincial Party Committee, we are confident that by the end of 2025, the goals set forth in the Resolution of the 14th Provincial Party Congress will be achieved on schedule.
