Many basic targets were achieved and exceeded.
After the 14th Provincial Party Congress, Party committees, Party organizations, localities and units have urgently started implementing the goals of the Congress Resolution, including reviewing all goals, targets and tasks set out, especially those with many difficulties and obstacles, to focus on leadership and direction.
Under the leadership of the Executive Committee, the Standing Committee of the Provincial Party Committee, the entire political system has taken drastic action, stepping up inspection and supervision of the implementation of tasks at lower levels. At the provincial level, there are regular, unscheduled inspections by the Standing Committee and the Standing Committee of the Provincial Party Committee to localities and sectors. Through inspections and supervisions, the provincial leaders have removed difficulties for units and localities, promptly handled cases with signs of violations, and urged irresponsible groups and individuals to push back work, affecting the progress of implementing the goals and targets set by resolutions at all levels.
Quickly, promptly, and synchronously organized and implemented based on appropriate solutions, after half of the term, our province has effectively implemented 3 strategic breakthroughs, 8 key task groups and 6 main groups of policies and solutions of the Resolution of the Provincial Party Congress. Up to now, 10/18 main target groups have been basically completed. Notably, the economic picture continues to develop; the average GRDP growth rate in the 2021 - 2023 period is estimated at 9.33%/year (an increase of 2.33 percentage points compared to the Resolution's target). GRDP per capita in 2023 is estimated at 48.6 million VND/year, an increase of 1.46 times compared to 2020. The economic structure continues to shift in the right direction, estimated to be implemented in 2023: Agriculture, forestry and fishery sector accounts for 16.88%, industry - construction accounts for 20.92%, services account for 58.11%, product tax minus product subsidy accounts for 4.09%. Total local budget revenue in the 2021 - 2023 period is estimated at 41,892.19 billion VND, reaching 71.61% of the Resolution target. Identifying investment attraction and promotion activities associated with improving the investment and business environment as an important task, our province has had many open mechanisms to attract many investors to survey, propose and implement projects, thereby creating a new urban and rural appearance, especially key traffic infrastructure projects, urban and service development projects, with important highlights being: Dien Bien Airport Construction and Expansion Investment Project; Martyrs' Temple at Dien Bien Phu Battlefield; 60m Road and Framework Technical Infrastructure Project; Panorama Painting in Dien Bien Phu Historical Victory Museum...
Along with the socio-economic development, since the beginning of the term, under the leadership of the Provincial Party Committee, many positive changes have been made in the cultural and social aspects; the quality of education and health care for the people has been improved. The work of building and rectifying the Party and the political system has achieved many important results. The organization and apparatus of the political system from the province to the grassroots level has continued to be arranged and improved; the quality of the contingent of cadres, civil servants and public employees has been gradually improved, meeting the requirements and tasks in the new situation...
Efforts for the road ahead
The achievements after half of the term have affirmed the correct leadership of the Provincial Party Committee through major policies and decisions. However, at the mid-term review conference on the implementation of the Resolution of the 14th Provincial Party Congress, term 2020 - 2025 held in early September, Secretary of the Provincial Party Committee Tran Quoc Cuong also emphasized the difficulties and challenges in the coming time. However, in order to complete 100% of the targets of the Resolution of the 14th Provincial Party Congress; in which 6/18 groups of targets exceeded the Resolution's targets, 12/18 groups of targets met the Resolution's targets, the Provincial Party Committee Secretary requested that Party committees at all levels continue to lead and direct the effective implementation of 3 strategic breakthroughs: Focus on researching and promulgating specific mechanisms and policies, creating motivation for investment and development; Building a synchronous infrastructure and urban system in a modern direction; Developing human resources, especially high-quality human resources, to meet development requirements in order to effectively exploit potentials and advantages, create momentum to promote socio-economic development, and ensure national defense and security.
Regarding the task of socio-economic development, it is necessary to focus on implementing 9 groups of tasks and solutions identified in the Resolution of the Provincial Party Congress; at the same time, add 5 groups of solutions, such as: Concentrating resources to accelerate the progress of implementing key projects, creating highlights and breakthroughs in economic development and increasing budget revenue; developing the socio-economic situation of Dien Bien province in the overall development linkage of the midland and mountainous regions of the North; focusing on solutions to disburse public investment capital at over 95% of the annual plan.
Regarding tasks and solutions for cultural and social development, continue to implement 7 groups of tasks and solutions identified in the Resolution of the Congress; add 4 groups of solutions: Eliminate dilapidated houses for poor households, help people stabilize their lives soon, reduce poverty sustainably, complete support for 5,000 solidarity houses for poor households before February 3, 2024. Successfully organize the 70th Anniversary of Dien Bien Phu Victory. Focus on directing the implementation of the task of establishing a plan to preserve, renovate and restore the Dien Bien Phu Battlefield National Historical Site. Build Dien Bien University to train and improve the quality of human resources to serve the socio-economic development needs of the province. Along with that, continue to effectively and efficiently implement the goals and targets in the fields of national defense - security, Party building, political system building, etc.
The 2020 - 2025 term has passed half way with many intertwined difficulties and challenges. However, under the correct and wise leadership of the Provincial Party Committee, we believe that by the end of 2025, the goals set by the Resolution of the 14th Provincial Party Congress will be achieved on time.
