Increased investment in infrastructure
The infrastructure system in the area has not been invested synchronously, which is a barrier to the province's poverty reduction work. Therefore, in recent times, Dien Bien province has focused on effectively using capital sources for infrastructure investment.
Every year, Dien Bien province arranges and effectively uses capital sources such as: Public investment capital; local budget; capital of national target programs (NTGP); ODA... to invest in hundreds of transportation, irrigation, school, health , and housing projects to complete the infrastructure system. In 2023, the capital of the National Target Program for Sustainable Poverty Reduction disbursed more than 388.36 billion VND (including capital in 2023 and capital extended from 2022 to 2023) to invest in developing infrastructure works to serve poverty reduction work.
In 2023, Muong Cha district will implement 10 development investment projects under the National Target Program on Sustainable Poverty Reduction, including: 3 traffic works and 7 civil works.
The Huoi Leng - Sa Tong Commune Road Upgrade Project is 8.43km long. The starting point of the project is at Ma Lu Thang village, Huoi Leng commune - the end point is Phi 2 village, Sa Tong commune. The project was completed and put into use at the end of 2023. People in Ma Lu Thang and Phi 2 villages were very excited when the project was completed and put into use. The small, narrow road, which is muddy and dusty in the rain and sun, has been widened and upgraded with solid cement concrete. The road helps connect traffic in the area, serving the travel needs of the people, developing production, promoting trade of goods, contributing to sustainable poverty reduction in the two communes.
Mr. Trang A Lu, Chairman of Muong Cha District People's Committee, said: Infrastructure must be one step ahead, which is a prerequisite to promote economic development and achieve sustainable poverty reduction goals. Therefore, when investment projects in the district are registered, the District People's Committee strongly directs specialized units to focus on urging contractors to mobilize maximum resources for construction, increase capital disbursement rate and complete the project soon. The sooner the projects are put into use, the sooner the people will benefit, thereby promoting production development, contributing to the completion of local socio-economic development goals, including sustainable poverty reduction.
In addition to investing in public infrastructure, eliminating temporary and dilapidated houses for the poor is a major policy of Dien Bien province. On the occasion of the 2024 Lunar New Year, more than 5,000 poor households in the province will enjoy the joy of celebrating Tet in a new, spacious house. This is the result of the Project to mobilize support for building solidarity houses for poor households in Dien Bien province towards the 70th anniversary of Dien Bien Phu Victory, launched by the Central Committee of the Vietnam Fatherland Front on April 25, 2023. The project was completed after 9 months of implementation with 1,818 built houses, 1,894 traditional wooden houses, and 1,288 steel-frame houses.
Replicating poverty reduction models
Along with infrastructure investment, districts, towns and cities have focused resources on implementing and replicating livelihood models in the direction of linkage. This is one of the effective solutions to reduce poverty quickly and sustainably.
Depending on actual conditions, localities choose to implement appropriate production models. Typical examples include: pumpkin growing model in Nam Po, Muong Cha; pear growing model in Dien Bien Dong; fruit tree growing in Dien Bien, Tuan Giao, Muong Ang... In the period of 2019 - 2023, the whole province has implemented 79 projects linking production and consumption of agricultural products in 9/10 districts, towns and cities.
In 2020, Dien Bien Dong district implemented a model of linked production of yellow pear trees in Hang Lia B village (Hang Lia commune), with a scale of 1.5 hectares. Up to now, the model has yielded harvests, high productivity, all products are guaranteed, economic efficiency is 5-6 times higher than upland rice cultivation.
Mr. Vang A Dia, Chairman of Hang Lia Commune People's Committee said: "The model comes from the actual needs of the people. Through the model, people are transferred techniques, gradually changing their awareness of converting crop structure to increase income, increase economic efficiency, contributing to hunger eradication and poverty reduction."
Similarly, in the period of 2019 - 2023, Muong Cha district has been supporting people to implement many agricultural production linkage models towards restructuring the agricultural sector. Typically, the model of off-season potatoes, squash, cinnamon trees; French rose model; medicinal plant cultivation...
In 2022, Muong Muon commune will implement a pumpkin planting project in Pung Giat 1 and Pung Giat 2 villages with 2.6 hectares and 10 participating households.
Mr. Quang A Lenh, Pung Giat 2 village said: “Previously, growing rice in one crop had very poor productivity and quality. Switching to growing squash, the income efficiency increased many times. Squash is harvested twice a year, each crop produces 10 fruits. The model harvests more than 100 tons of fruit per crop, the selling price is 5,000 - 10,000 VND/kg depending on the time, and the price is even higher at the beginning of the season. All products are connected to the Nam Duong Cooperative (Muong Cha town) to guarantee the output.”
With many synchronous and effective solutions, the work of sustainable poverty reduction in Dien Bien province has achieved many achievements. By the end of 2023, the poverty rate in the whole province will be 26%, a decrease of 5,412 poor households (4.32%). In the first quarter of 2024, the poverty rate is estimated to decrease to 25.6%.
