By engaging in social work, contributing to the community, and excelling in business , a village head in a remote area is proving the role of a rural Party member. This is Mr. Phùng Văn Tĩnh, Head of Phúc Thọ 2 village, Tân Hà commune, Lâm Hà district, an outstanding Party member.

Mr. Phung Van Tinh was originally from the outskirts of Hanoi . Born in 1967, after many years of work, he settled in Phuc Tho 2, a small hamlet in the newly established Tan Ha commune, a land of those who had migrated for economic development. That was in 2000, when life in Tan Ha was still very difficult. Mr. Tinh recalled: “At that time, the economy was generally underdeveloped, the roads were still dirt roads, we farmers mainly grew coffee, and life was very hard.” In this new land with new people, the young Phung Van Tinh enthusiastically participated in local community activities and took part in the commune and hamlet's movements. Recognizing his enthusiasm, the Party branch of Phuc Tho 2 hamlet encouraged and guided Mr. Phung Van Tinh to train and strive. And at the end of 2000, Mr. Tinh had the honor of joining the Party.

At that time, Mr. Phung Van Tinh was still a young, enthusiastic farmer. He told himself that as a Party member, he had to follow the Party's call to excel in farming and cultivate coffee with high yields. So he invested in improving his family's coffee garden, planting according to proper techniques and procedures, choosing good varieties, and practicing safe farming. Over the decades, Mr. Tinh's family coffee garden has become greener and healthier. Mr. Tinh also replanted his old coffee garden with new coffee varieties that produce large beans, high yields, and are favored by the market. Mr. Nguyen Viet Trung - Vice Chairman of the Farmers' Association of Tan Ha commune - commented that Mr. Tinh is one of the diligent farmers with a reputation for high coffee yields in Tan Ha commune. Every coffee tree he plants is lush green, with strong roots and green leaves. This is because Mr. Tinh takes care of the plants using proper techniques, paying attention to supplementing the soil with abundant organic fertilizer, providing the roots with safe nutrients that can sustainably improve the soil.

Not only is he a successful businessman, Mr. Phung Van Tinh also enthusiastically participates in community movements. He serves as the head of the Farmers' Association, participates in agricultural and educational extension, encourages farmers to cultivate coffee using proper techniques, and mobilizes farmers to drill wells and dig ponds… The presence of Party member Phung Van Tinh can be seen everywhere. Mr. Tinh is also the Deputy Secretary of the Tan Ha Village Party Branch, an outstanding Party member for many years, working with the branch and the entire village to foster unity and consensus in building their homeland. In 2014, the people of Phuc Tho 2 village trusted and elected Mr. Tinh as the village head. To date, he has served two terms as village head, and as Mr. Doan Van Trang, a resident of Phuc Tho 2 village, commented, Mr. Tinh will remain village head for a long time because the people have great trust in him.

To gain the trust of the entire village, Mr. Phung Van Tinh believes that the first thing is to be a skilled businessman. Mr. Tinh said, "If I'm not good at it, how can I earn the respect and admiration of the villagers?" For example, his family, with 1.2 hectares of coffee plantation, cultivates approximately 1100-1200 coffee trees. On average, he harvests 7 tons of coffee beans annually, making him one of the most productive coffee growers in Phuc Tho 2 commune, and even in Tan Ha commune, not many households have such high yields. He is also a farmer who practices sustainable coffee cultivation, intercropping coffee with macadamia nuts to create a beautiful landscape, and he focuses on encouraging villagers to cultivate coffee sustainably. Furthermore, the village head must work clearly, providing information quickly, transparently, and openly so that villagers can participate in discussions and provide input. Mr. Tinh affirmed: "Transparent information is the first requirement to create unity in the village and commune. We farmers are not afraid of scarcity or hardship, only of injustice. Therefore, when information is clear and transparent, the people will support it and all activities will proceed smoothly."

Mr. Mai Van Dinh, Vice Chairman of the Tan Ha Commune People's Committee, commented that Mr. Phung Van Tinh is an outstanding Party member, a skilled farmer, and a valuable asset to the Phuc Tho 2 village Party branch. In his role as village head, Mr. Tinh implements all policies and information quickly and effectively. With the mindset and actions of a farmer deeply attached to his homeland, and with the sincere concern of a Party member for the villagers, Mr. Tinh has always lived up to the trust placed in him by the organization and the people of Phuc Tho 2 village.
