Decentralizing public investment projects to communes and wards.

The City People's Committee has issued a decision on assigning and adjusting tasks for the People's Committees of communes and wards to implement investment projects according to the decentralized investment expenditure and adjusting the investor role from project management boards under the City People's Committee to the commune and ward level.

According to the decision, the City People's Committee adjusted the list and the investor for several specific projects: The project for rural roads and access to production areas in villages 57 and 58, Dak Pre commune, was transferred from the Ben Giang Commune People's Committee to the Dak Pring Commune People's Committee.

The City People's Committee has assigned the Ben Giang Commune People's Committee to be the investor for four additional projects, including: Ta Bhing Primary School (main campus), Ta Po Primary and Secondary School, Ca Dy Ethnic Boarding Primary School, and Ta Bhing - Ta Po Inter-commune Kindergarten.

The Tran Quy Cap Primary School project has been transferred from the Tam Ky Ward People's Committee to the Huong Tra Ward People's Committee.

Two projects were transferred from the People's Committee of La Dêê Commune to the People's Committee of La Êê Commune, including: Repairing and upgrading the DH4.NG road to Chơ Chun Commune (Zà Lao section) and rural roads in the villages; and Kidoc Bridge in A Xòo village, Chơ Chun Commune (bridge and approach roads).

For projects using the 2025 capital plan, the People's Committees of communes and wards assigned as project owners are responsible for organizing implementation and compiling final settlement reports according to the budget year at the end of the year, ensuring compliance with the State Budget Law and guiding documents.

From 2026 onwards, for projects under the decentralized management category, the People's Committees of communes and wards must report to the People's Councils at the same level to balance and allocate medium-term and annual public investment capital plans according to the city's decentralization, in order to complete the projects and put them into use in accordance with regulations.

The People's Committee of Da Nang City requests the Da Nang Investment and Construction Project Management Board for Civil, Industrial and Technical Infrastructure Projects to be responsible for handing over complete documents, conducting acceptance testing, and managing the implemented work volume so that localities can receive and finalize the entire project according to regulations.

The People's Committees of Huong Tra, La Ee, Dac Pring, and Ben Giang communes and wards are responsible for receiving dossiers, continuing to implement the remaining items, and reviewing the project list according to the budget allocation to report to the Department of Finance for advice to the City People's Committee on adjustments in accordance with regulations.
