In reality, the assignment of duties to graduating officers significantly impacts their mindset and ability to perform their tasks. Therefore, it needs to be conducted scientifically , democratically, and rigorously, avoiding any negative or subjective manifestations.

Key factors in motivating effort

We had the opportunity to meet Lieutenant Tran Van Chien, Political Officer of Company 8, Battalion 3, 201st Tank Brigade (Army Corps), again when he had just won third prize at the 2023 All-Army Political Instructor Competition for the Army and Militia. Graduating from the Political Officer School in 2019, after more than four years of service, in addition to always successfully completing his assigned tasks, Lieutenant Tran Van Chien has also actively participated in many competitions and sports events, achieving encouraging results. Before participating in the 2023 All-Army Political Instructor Competition for the Army and Militia and winning third prize, he had already won first prize at the 2023 All-Army Corps Political Instructor Competition; third prize in the overall competition and third prize in the specialized practical competition at the 2022 All-Army Corps Excellent Training Officer Competition. Third prize at the 2021 All-Army Excellent Youth Union Cadre Competition...

Sharing with us, Senior Lieutenant Tran Van Chien said that, in addition to the care and support of the unit's leaders and commanders, an important reason for his achievements was that his wish to work in the Armored Corps after graduation was fulfilled. "Being assigned to a job that matches my aspirations and strengths keeps me passionate about my work and motivates me to strive and overcome all difficulties and challenges," Senior Lieutenant Tran Van Chien expressed.

In 2022, Lieutenant Dao Xuan Thanh, graduating as valedictorian from the Officer Training School, along with other outstanding graduates, were retained at the school according to their wishes. Over the past period, in his capacity as Deputy Political Officer of Company 33, Battalion 11, managing final-year students, Lieutenant Dao Xuan Thanh has always been exemplary and inspiring to learn. He shared: “The students of Company 33 will graduate in early August 2023. I am very happy that the company has a valedictorian who applied to stay at the school. I believe that the policy of prioritizing outstanding students, valedictorians, and those graduating with honors, in job assignments is very correct.”

The above are two of many cases where graduates of the Military Academy were assigned to positions according to their wishes, thereby creating motivation for them to strive and make efforts to complete their tasks well. According to Lieutenant Colonel Nguyen Kim Hung, Head of the Personnel Department, Political Department, Military Academy, assigning work to graduating students is an important part of the training process, greatly impacting the mindset of young officers, therefore it is necessary to promote democracy and ensure openness, fairness, and transparency in the implementation process.

At the Military Academy, we learned that the process of assigning work to graduating students is carried out strictly, scientifically, and democratically, in accordance with the regulations and guidelines of higher authorities. Each year, the school publicly announces the number of quotas to the relevant agencies and units under the Ministry of National Defense so that students are aware; they guide students in registering their preferences (maximum 3 preferences) from the branch level, through the system and battalion Party committees. Based on the student's preferences, academic results, strengths, place of residence, health, the unit's Party committee's recommendations, the assigned quotas, and preferential policies for outstanding students, valedictorians, children of martyrs, and wounded soldiers, the political department advises on the development of a deployment plan (prioritizing units with full troop strength, training, and combat readiness), which is then submitted to the Standing Committee of the school's Party Committee for consideration and decision, and reported to the Ministry of National Defense for final approval.

According to Lieutenant Colonel Nguyen Kim Hung, thanks to a scientific, rigorous, and democratic approach, the percentage of graduates who receive jobs matching one of their three preferences is quite high. In 2022 alone, this rate reached 83.5%. Similarly, according to Lieutenant Colonel Dang Ngoc Thao, Head of the Personnel Department, Political Office, Army Officer School 1, the assignment of duties to students at the school is also conducted rigorously and objectively. As a result, every year, 100% of graduates confidently go to work, with no one shirking their responsibilities...

According to many graduates from academies and officer schools, the assignment of duties in the past has been carried out rigorously, scientifically, democratically, and fairly. They also understand that, due to job requirements, superiors cannot fulfill the wishes of 100% of the graduates; therefore, regardless of where they are assigned, they always strive to perform their duties well. However, any negative behavior during the assignment process should be avoided, as this could negatively impact the morale, feelings, and motivation of young officers.
