Promoting the role of the scientific and technological intellectual workforce in implementing Resolution 57-NQ/TW.

On the morning of April 29th, in Hanoi, the Vietnam Union of Science and Technology Associations (Vietnam Union of Associations) organized a workshop entitled "The Role of Science and Technology Intellectuals of the Vietnam Union of Associations in Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo ".

In his opening remarks at the workshop, Comrade Phan Xuan Dung, Secretary of the Party Committee and President of the Vietnam Union of Associations, emphasized that to guide the thorough understanding and implementation of Resolution No. 57-NQ/TW throughout the system, the Party Committee of the Vietnam Union of Associations issued Plan No. 16-KH/DULHHVN dated February 24, 2025, on the implementation of Resolution No. 57-NQ/TW. This plan aims to promote the sense of responsibility, intellect, and enthusiasm of scientific and technological intellectuals and scientists within the Vietnam Union of Associations to accelerate research and the transfer of scientific and technological advancements into practical life and production, thereby increasing the scientific content and making science and technology and digital transformation important productive forces for the socio-economic development of the country.

According to Mr. Phan Xuan Dung, the workshop was organized for leaders of associations and units under the Vietnam Union of Associations to exchange ideas on effectively implementing Resolution No. 57-NQ/TW throughout the system and to propose measures to promote the application of scientific and technological advancements in life, contributing to the successful achievement of the goals set by the Party in Resolution No. 57-NQ/TW.

Professor Phan Xuan Dung, President of the Vietnam Union of Associations, delivered the opening remarks at the workshop.

Dr. Pham Van Tan, former Vice President of the Vietnam Union of Associations, stated that Resolution No. 57-NQ/TW on the development of science and technology, innovation, and national digital transformation has been highly appreciated by the scientific and technological intellectual community and public opinion, and there are expectations that its implementation will change the face of the country's socio-economic landscape.

According to Mr. Tan, in the new context of the Vietnam Union of Associations, in addition to fulfilling the tasks assigned by the Party and State related to the implementation of Resolution No. 57-NQ/TW, it is necessary to quickly research and adjust the operating model of the Vietnam Union of Associations to suit the new context, towards expanding the self-governing organizational model and autonomous mechanism with the social market and businesses as partners, in order to maximize the potential and creative strength of the scientific and technological intellectual workforce to serve the requirements of the social market and the business community, and to quickly bring science and technology to serve business development.

Regarding policy directions to promote the role of Vietnamese intellectuals in the digital age and artificial intelligence (AI), Dr. Nghiêm Vũ Khải believes that, in the context of the fourth industrial revolution, Vietnamese intellectuals play a key role in promoting innovation, developing science and technology, and national digital transformation.

To effectively fulfill this role, a comprehensive set of policies is needed, including: investment in education and training; policies to attract and retain talent; and support for research and innovation. In the digital and AI era, intellectuals are the pioneering force in creating new knowledge, shaping policies, and leading social transformation.

Promoting the role of intellectuals requires not only investment in resources but also a profound shift in policy thinking, from support to partnership, from guidance to liberation, and from management to facilitation. The government needs to view intellectuals as strategic partners in sustainable development, innovation, and building the nation's future.

According to Dr. Pham Ngoc Son, Vice President of the Vietnam Geological Society, based on practical experience in organization and operation, scientists in member associations of the Vietnam Union of Associations are mostly retired officials. While possessing strengths in experience and in-depth knowledge, they also face several challenges when participating in the implementation of Resolution No. 57-NQ/TW.

These difficulties include the inability to update knowledge, trends, and technologies; a lack of mechanisms for proactive participation in providing feedback, advice, and critical analysis, as well as leading/participating in the implementation of tasks, especially scientific research tasks under Resolution No. 57-NQ/TW, which are led by ministries, sectors, localities, and other relevant state agencies; and low remuneration and incentives for consulting, critical analysis, teaching, and disseminating knowledge, which are not commensurate with the capacity and quality of work...

To enable the Vietnam Union of Associations, its member associations, and scientists to actively and effectively participate in the implementation of Resolution No. 57-NQ/TW, Mr. Son suggested that it is necessary to promptly amend and supplement the system of relevant legal documents to fully institutionalize the viewpoints, tasks, and solutions set forth in Resolution No. 57-NQ/TW; and to issue a mechanism to ensure the proactive and effective participation of the Vietnam Union of Associations, its member associations, and scientists in leading and participating in the implementation of projects, topics, and scientific research tasks led by ministries, sectors, localities, and other relevant state agencies.
