Developing green industries

Việt NamViệt Nam02/04/2024

(Quang Ngai Newspaper) - Keeping pace with new development trends, Quang Ngai is promoting green economy , circular economy, and sustainable development. Accordingly, industry is being developed in a sustainable direction, protecting the environment, adapting to climate change, improving the quality and efficiency of investment, and focusing on attracting high-quality projects.

Attracting high-quality projects

Quang Ngai province has just finalized a list of priority investment projects for the 2024-2025 period, comprising 33 projects across 6 sectors. The primary criterion for inclusion is that projects must be truly important, necessary, aligned with planning, and meet environmental requirements. These include projects in the logistics sector (seaports, airports, warehouses, transportation), as well as projects in clean agriculture , healthcare, and environmental protection. This demonstrates the province's commitment to not sacrificing the environment for economic development.

Recently, Quang Ngai province has focused on environmental control for investment projects. Provincial authorities have strengthened monitoring of input equipment for projects to ensure compliance with commitments and prevent the import of outdated equipment that causes environmental pollution. The Department of Science and Technology has directly advised the Provincial People's Committee to direct the Management Board of Dung Quat Economic Zone and industrial parks to work with investors to ensure they commit to not bringing outdated, obsolete, or environmentally polluting equipment into the Dung Quat Economic Zone. At the same time, they have not extended the licenses of previously environmentally polluting production projects.

Currently, the Management Board of Dung Quat Economic Zone and Industrial Parks of the province is focusing on reviewing and submitting to the Provincial People's Committee for consideration the non-renewal of land lease terms in Tinh Phong Industrial Park for industries such as cement production, pozzolanic additives, and asphalt concrete mixing plants. These are projects that were granted investment certificates when Tinh Phong Industrial Park first started operating. At that time, priority was given to attracting investment in all industries, and there was no zoning plan, so the construction location was unsuitable for the current industrial development situation.

Strengthening environmental control

The province's orientation in implementing the national strategy on green growth for the period 2011-2020 and the vision to 2050 is to attract investment in projects that meet environmental protection requirements. The development of the industrial, agricultural, and service sectors must go hand in hand with reducing carbon emissions, environmental pollution, and preventing the decline of biodiversity and ecosystems. Specifically, industrial development should focus on limiting CO2 emissions and toxic chemicals from industrial parks and export processing zones into the environment. Simultaneously, research and development of new energy sources and environmentally friendly machinery and technology should be prioritized.

To realize this strategy, Quang Ngai has also focused on investing in and operating centralized wastewater treatment systems in its economic zones and industrial parks. The goal is to ensure that all factories and enterprises are connected to these systems before commencing operations, so that their wastewater meets standards before being discharged into the environment. Currently, the Dung Quat Economic Zone and the province's industrial parks have operational wastewater treatment systems, including the Saigon-Dung Quat Industrial Park Wastewater Treatment Plant, the Quang Phu Industrial Park Central Wastewater Treatment Plant, the Tinh Phong Industrial Park Wastewater Treatment Plant (funded by the government), and the VSIP Quang Ngai Industrial Park Wastewater Treatment Plant (funded by private investment). However, according to the Management Board of the Dung Quat Economic Zone and the province's industrial parks, the current wastewater treatment system does not meet the needs of the businesses.

According to Dam Minh Le, Deputy Head of the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ninh province, the Board will strengthen monitoring and control of environmental pollution in the economic zone and industrial parks. At the same time, it will propose that the province upgrade and renovate the existing wastewater treatment system, and invest in additional wastewater treatment plants in areas without them, ensuring that the needs of businesses and investment attraction requirements are met.
