The working agenda of the City Party Secretary with the wards and communes focused on the socio -economic development situation, the results of the operation of the two-tiered local government and the work of reorganizing neighborhoods; compensation, land clearance, resettlement and the progress of implementing key projects in the area.

According to reports from the Party Committees of wards and communes at the working session, in the first six months of 2026, leadership and guidance in socio-economic development and ensuring national defense and security in localities continued to be strengthened. Revenue collection was boosted and achieved good results, with the assigned targets potentially being met ahead of schedule.

To implement key projects, wards and communes are aggressively carrying out land clearance, especially for the North-South High-Speed Railway Project and routes 772 and 773 in their areas. Local authorities are focusing on resolving difficulties in disbursing public investment funds. The key solutions include improving land clearance, shortening the time required to complete investment and construction procedures, selecting capable contractors, and strengthening inspection and supervision during construction.

The implementation of the two-tiered local government model has achieved many outstanding results; however, communes and wards still face some difficulties in the implementation process. Specifically, the qualifications and capabilities of local officials are uneven, especially the lack of highly specialized personnel in some important fields. While the processing of administrative procedures for citizens and businesses has achieved a high on-time rate, after a period of operation of the two-tiered local government system, the information technology system, data interconnection, and connectivity between the commune level and the city level and ministries and agencies still have many obstacles, causing officials and civil servants to waste a lot of time on tasks.

At the meeting, the Chairman of the City Party Committee's Inspection Commission, Tran Trung Nhan, the Vice Chairman of the City People's Committee, Ho Van Ha, and the Director of the Department of Finance, Truong Thi Huong Binh, contributed ideas to develop future development orientations for localities. They emphasized that wards and communes need to more clearly define their roles, potential, and advantages for development; and gradually reduce their dependence on the city's budget. To achieve this, it is necessary to promote economic development to create high and stable revenue sources.

Speaking at the meeting, Deputy Secretary of the City Party Committee and Head of the City Party Committee's Organization Department, Thai Bao, requested that wards and communes continue to focus on Party building and the construction of the political system; doing a good job in Party development, especially building and developing Party organizations in enterprises. He urged them to promptly complete the personnel placement to serve the task of reorganizing neighborhoods, paying attention to assigning young, qualified, and capable personnel. He also called for the development of a plan to overcome the shortcomings and limitations in the implementation of the two-tiered local government model in the past; reviewing the staff who are lacking or weak in skills to rearrange them appropriately to meet job requirements. It is necessary to propose to the city to strengthen the staff with specialized expertise.

In addition, it is necessary to urgently specify the quarterly evaluation of officials according to clear criteria, in accordance with the guidelines of the City Party Committee's Organization Department. Comrade Thai Bao particularly noted: Xuan Loc Ward and the communes must focus intensely on leading and directing the acceleration of public investment disbursement to achieve 100%. This is a very important political mandate for the communes in general and the entire city, as it directly relates to the investment resources for 2027.

Concluding the meeting, Party Secretary Vu Hong Van acknowledged and highly appreciated the socio-economic development, national defense and security, and Party building work of Xuan Loc ward and other communes in the first six months of the year. He also praised the successful conduct of the elections for National Assembly and People's Council representatives at all levels for the 2026-2031 term; the swift overcoming of difficulties to ensure the smooth, stable, and efficient operation of the two-tiered local government apparatus; and the high achievements in administrative reform.

Regarding specific tasks, the City Party Secretary requested the Department of Construction and other relevant departments and agencies to urgently complete the Xuan Loc Regional Planning Project as soon as possible, while ensuring the highest quality, aiming for a 100-year vision for present and future generations, with Xuan Loc ward as the central urban area.
