Attending the working session were the Deputy Secretary of the City Party Committee and Head of the City Party Committee's Organization Department, Thai Bao; the Standing Committee Member of the City Party Committee and Chairman of the City Party Committee's Inspection Committee, Tran Trung Nhan; the City Party Committee Member and Vice Chairman of the City People's Committee, Ho Van Ha; the Standing Committee Member of the City Party Committee and Director of the Department of Finance, Truong Thi Huong Binh; and leaders of several departments and agencies of the city.
The working agenda of the City Party Secretary with the wards and communes focused on the socio -economic development situation, the results of the operation of the two-tiered local government and the work of reorganizing neighborhoods; compensation, land clearance, resettlement and the progress of implementing key projects in the area.

According to reports from the Party Committees of wards and communes at the working session, in the first six months of 2026, leadership and guidance in socio-economic development and ensuring national defense and security in localities continued to be strengthened. Revenue collection was boosted and achieved good results, with the assigned targets potentially being met ahead of schedule.

To implement key projects, wards and communes are aggressively carrying out land clearance, especially for the North-South High-Speed Railway Project and routes 772 and 773 in their areas. Local authorities are focusing on resolving difficulties in disbursing public investment funds. The key solutions include improving land clearance, shortening the time required to complete investment and construction procedures, selecting capable contractors, and strengthening inspection and supervision during construction.
The implementation of the two-tiered local government model has achieved many outstanding results; however, communes and wards still face some difficulties in the implementation process. Specifically, the qualifications and capabilities of local officials are uneven, especially the lack of highly specialized personnel in some important fields. While the processing of administrative procedures for citizens and businesses has achieved a high on-time rate, after a period of operation of the two-tiered local government system, the information technology system, data interconnection, and connectivity between the commune level and the city level and ministries and agencies still have many obstacles, causing officials and civil servants to waste a lot of time on tasks.
