Quang Binh will organize an "Online Public Service Day".
Organizing the Online Public Service Day Online Public Service Day ( DVCTT) is one of the key activities aimed at promoting digital transformation in Quang Binh province. Accordingly, the province will organize an "Online Public Service Day" on October 1, 2024, with the aim of guiding citizens to submit applications and make online payments at the reception and results delivery department. 100% of applications submitted and paid online on that day will be processed. The "Online Public Service Day" also aims to understand the difficulties and obstacles faced by citizens when submitting applications online; and to help organizations and citizens understand the benefits of participating in online application submission and payment.
The "Online Public Service Day" event will support officials in the digitization of administrative procedure documents. Accordingly, leaders of agencies, units, and localities will implement appropriate solutions to support officials at the reception and results delivery departments in digitizing documents for storage in the personal and enterprise data warehouse. The goal is to digitize 100% of administrative procedure documents and store them in the personal and enterprise data warehouse.
One of the activities of the "Online Public Service Day" is the practice of digitally signing the results of administrative procedures. Leaders of units and localities digitally sign the results of administrative procedures that are returned on the same day, during the activity.
Quang Binh has achieved significant progress in its digital transformation process. According to the Report on the results of digital transformation implementation in the third quarter and proposed key tasks for the fourth quarter of 2024, the provincial administrative procedure information system maintains connectivity and provides the utility of "Looking up citizen information from the national population database"; publicly providing 964 online services, including 837 full-process online services and 205 partial online services.
In the second quarter, the province basically completed the tasks directed and required by the Central Government, such as: connecting and sharing data with the inter-agency public service software managed by the Ministry of Public Security ; completing the function of connecting and integrating data to evaluate the set of indicators for directing, managing, and assessing the quality of service to citizens and businesses on the provincial administrative procedure resolution information system according to Decision No. 766/QD-TTg; adding the electronic authentication function...
In the first nine months of the year, the rate of online applications on the provincial public service portal reached 76.15% (68.19% at the provincial level, 81.95% at the district level, and 91.42% at the commune level). The rate of administrative procedures requiring financial obligations that generated online payment transactions reached 87.94%; the rate of online payments reached 50.48%.
Popularizing digital infrastructure and innovating digital applications for economic development.
Vice Chairman of the Provincial People's Committee Hoang Xuan Tan has put forward specific requirements to accelerate the digital transformation process in Quang Binh.
Recently, evaluating the results of the digital transformation implementation and Project 06, Vice Chairman of the Provincial People's Committee Hoang Xuan Tan issued specific requirements to accelerate the digital transformation progress in Quang Binh. He emphasized the importance of departments, agencies, and localities closely adhering to the set targets and decisively implementing the assigned tasks in Project 06.
In particular, the Department of Information and Communications, as the standing agency of the Provincial Steering Committee for Digital Transformation, needs to urgently finalize the preliminary report on the implementation of the Provincial Party Committee's Resolution, and proactively advise the Provincial People's Committee on the implementation of plans and the promotion of the digital economy and digital society. Through this, the Vice Chairman of the Provincial People's Committee affirmed the province's determination to improve the efficiency of state management and the lives of the people through digital transformation.
The province has also issued Plan No. 1740/KH-UBND on organizing the Quang Binh Provincial Digital Transformation Day in 2024, which clearly states that Digital Transformation Day (October 10th annually) is an event to raise awareness among the entire population about the meaning, role, and importance of digital transformation in the lives of individuals in particular and the economic, cultural, and social development of the province and the nation in general.
The theme of the National Digital Transformation Day and the Quang Binh Provincial Digital Transformation Day in 2024 is "Popularizing digital infrastructure and innovating digital applications to develop the digital economy - A new driving force for economic growth and labor productivity".
The plan for organizing the 2024 Quang Binh Provincial Digital Transformation Day clearly states the purpose and requirements: to build and disseminate the message of the 2024 National Digital Transformation Day, "Popularizing digital infrastructure and creating digital applications for economic development - A new driving force for economic growth and labor productivity," aiming to raise awareness among the entire population about the meaning, role, and importance of digital transformation for the lives of individuals and the overall economic, cultural, and social development of the country and the province. The Quang Binh provincial leadership also requested that the implementation be practical, economical, effective, and consistent with the National Digital Transformation Day implementation plan issued by the Ministry of Information and Communications, while also being appropriate to the actual situation and conditions of Quang Binh province.

The campaign will include guidance on using online services; cashless payments; buying and selling on Vietnamese e-commerce platforms; protecting oneself and family online; effective information searching on the internet; and assistance in installing the VNeID software and activating electronic identity accounts.
Quang Binh province has made significant progress in implementing digital transformation in 2024. The province has issued a series of important documents, demonstrating a strong commitment to promoting the application of information technology in all fields. Specifically, the province has developed a detailed plan for issuing online criminal record certificates via the VNeID application, implemented information system security level assessments, and organized inspection teams to monitor the digital transformation process at agencies and units.
In the first nine months of the year, the Provincial People's Committee issued over 14 documents to direct, manage, and organize the implementation of digital transformation. 21 out of 21 provincial departments and agencies, and 8 out of 8 district-level People's Committees have issued and implemented their 2024 Digital Transformation Plans, which specifically define the goals, tasks, and solutions for digital transformation according to their functions and scope of management.
