Following instructions from the Department of Education and Training of Binh Thanh District, Ho Chi Minh City, on the evening of September 28th, class 1/2 of Hong Ha Primary School held a parent meeting after school. The meeting focused on clarifying the 10 million VND class fund contribution from each student, the expenditure of nearly 230 million VND for classroom repairs, and the return of the 10 million VND collected from each parent.
The meeting was held internally under the supervision of the school.
Parent N. (name changed), who was the first to leave the meeting room, said he had received over 9.6 million VND that the school had returned to him.
Speaking to VTC News, Ms. Bui Thi Hai Yen, Principal of Hong Ha Primary School, said: "Today, the school held a meeting with 32 parents of class 1/2 to address their concerns; and at the same time, return the money that was spent improperly. The return will be made in cash and signed on the spot."
Regarding the source of the money used to pay the parents, Ms. Bui Thi Hai Yen declined to disclose it.
This is an internal meeting, conducted under the supervision of the school.
Regarding this issue, at a recent regular press conference on the socio -economic situation of Ho Chi Minh City, Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training, stated that the Department had requested the Binh Thanh District Department of Education and Training to verify the incident at Hong Ha Primary School and submit a written report on the matter.
The Department of Education and Training of Binh Thanh District has requested the Principal of Hong Ha Primary School to hold a meeting with the parent-teacher association and all parents of class 1/2 to propose solutions to rectify the irregular collection and expenditure of funds.
"In addition, the Department of Education and Training of Binh Thanh District has directed the school to monitor and supervise the implementation of the reimbursement of improperly collected and spent funds by the parent-teacher association of class 1/2 and to report promptly; and directed the school to reprimand the homeroom teacher of class 1/2 for the aforementioned violations ," Ms. Chau said.

Ms. Chau added that the Department of Education and Training has issued guidelines for schools regarding the collection and expenditure of funds and donations from parents at the beginning of the school year. The Department has also assigned the district education departments to rectify the situation, establish inspection teams, and monitor the process. She acknowledged that although the city is proactively combating excessive fees at the beginning of the year, this situation still occurs, specifically at Hong Ha Primary School, where many expenditures are not for the intended purpose.
"The Ho Chi Minh City Department of Education and Training continues to direct localities to monitor and supervise the implementation by educational institutions in their areas, and promptly handle any problems that may arise," Ms. Chau emphasized.
