VHO - In the context of digital transformation becoming a crucial driving force for socio-economic development, Vinh Yen ward (Phu Tho province) has proactively implemented many synchronized solutions to build a digital government, develop a digital economy, and a digital society. Thanks to the determination in leadership and direction, along with the involvement of the entire political system, Vinh Yen ward has risen to 3rd place out of 148 communes and wards in Phu Tho province in the 2025 digital transformation index, affirming its position as a bright spot in grassroots digital transformation and contributing to promoting the overall digital transformation process of the province.

Accelerate the development of digital government for citizen satisfaction.

Adhering closely to the resolutions, programs, and plans of the Central Government and the province, Vinh Yen ward has promoted the comprehensive leadership role of the Party Committee and the decisive management of the Ward People's Committee in implementing socio-economic development tasks; at the same time, mobilizing the synchronized participation of the entire political system, the business community, and the people.

With synchronized solutions, the digital infrastructure in Vinh Yen ward is gradually being upgraded, meeting the management and operational requirements of the government as well as providing public services to citizens and businesses.

To date, the telecommunications transmission infrastructure in the area has been 100% fiber optic, ensuring stable and continuous data transmission.

Mobile broadband telecommunications infrastructure is also comprehensively covered, with 100% of the ward having 3G, 4G, and 5G coverage, creating favorable conditions for the deployment of online public services, digital applications, and for disseminating information and guiding people to participate in the digital transformation process.

Simultaneously, the ward's internal network is connected to the LAN and the government 's dedicated data transmission network, ensuring smooth and secure information exchange, document processing, and data handling between agencies.

Currently, 100% of departments and units within the ward are equipped with computers, printers, and scanners; 100% of officials, civil servants, and employees are provided with computers for work, meeting the requirements for processing work in a digital environment.

The synchronized deployment of shared software systems helps officials and civil servants handle their work smoothly and without interruption.

100% of administrative procedure records and resolution results in Vinh Yen ward have been digitized, contributing to the formation of a digital data warehouse and improving management efficiency and service quality for the people.

Data digitization is identified as an ongoing task, carried out in parallel with the digitization of newly generated data and the gradual digitization of existing paper-based records and documents.

Since the two-tiered local government model came into operation, 100% of the ward's generated work files have been digitized, and administrative procedures have also been fully digitized.

The rate of digitization of documents and the results of administrative procedure resolution reached 100% (exceeding the target set by the province).

The establishment of digital data repositories has contributed to improving management efficiency, shortening the time for searching and processing information, and facilitating the sharing and exploitation of data among agencies.

To improve the quality of service to the people, the ward prioritizes investing resources in infrastructure and equipment at the Public Administrative Service Center; and pays attention to assigning staff with strong expertise, good communication skills, and a professional work style.

According to Tran Anh Dung, Deputy Director of the Public Administrative Service Center of Vinh Yen Ward: “In the process of building a modern, transparent administration that puts citizens and businesses at the center of service, the Center has strived to promote the application of information technology and digital transformation in resolving administrative procedures to improve the efficiency of state management and bring convenience and satisfaction to organizations and citizens when carrying out administrative transactions.”

Currently, most of the document processing procedures at the Center are digitized and interconnected with specialized management software, facilitating the receipt and processing of online applications.

In particular, the Ward has coordinated with the Provincial People's Committee Office and Phu Tho Telecommunications to pilot the application of artificial intelligence (AI) in resolving administrative procedures, contributing to improving the efficiency of document processing and supporting people in carrying out procedures.

From July 1st to December 31st, 2025, the Center received nearly 6,000 administrative procedure applications, of which 99.8% were submitted online; the rate of applications processed ahead of schedule and on time was 99.9%.

These figures demonstrate a clear shift in the application of digital technology to administrative procedures, and also reflect a positive change in the transaction habits of citizens and businesses.”

Driving force for development in the new phase

Along with building a digital government, Vinh Yen ward is also actively promoting the development of the digital economy and digital society in the area.

Currently, the ward has 1,212 businesses and approximately 2,100 business households, operating mainly in the fields of industry, trade, construction, and services.

Notably, 12 businesses operate in the fields of technology, electronic component manufacturing, software, and digital content, contributing to promoting digital transformation in business operations.

To date, 100% of businesses and household businesses in the area have been using electronic invoices in accordance with the regulations of the Government and the Ministry of Finance.

Officials in Vinh Yen ward are actively applying information technology in receiving and processing administrative procedures.

Non-cash payment methods are becoming increasingly common in socio-economic life.

Many businesses have proactively applied digital technology in their operations, such as building websites, opening online stores, selling on e-commerce platforms, using social media to promote products, implementing electronic payments, and using electronic invoices.

For consumers, the development of e-commerce expands their choices of goods, services, and suppliers, while eliminating limitations in terms of space and time for transactions.

In the digital society sector, the ward has activated 37,477 out of 38,601 level 2 electronic identity accounts, achieving 97.09%.

The use of electronic identification allows citizens to integrate various documents such as health insurance cards, driver's licenses, vehicle registration certificates, etc., into the VNeID application, contributing to reducing paperwork and increasing security in administrative transactions.

In addition, the ward has actively implemented cashless social welfare payments, opening accounts for beneficiaries of social assistance such as poor households, near-poor households, and people with meritorious services, in order to ensure quick and transparent payments.

The achievements in digital transformation have made a significant contribution to improving the effectiveness and efficiency of state management, promoting administrative reform, and creating momentum for socio-economic development in Vinh Yen ward.

In the coming period, Vinh Yen ward will continue to focus on completing its digital infrastructure in a synchronized and modern manner; gradually building and developing a data ecosystem to serve management, administration, and the provision of public services to citizens and businesses.

At the same time, the ward focuses on building a team of officials and civil servants with digital thinking and skills, ready to adapt to working methods in a digital environment; strengthening propaganda and raising awareness so that people and businesses actively participate in the digital transformation process.
