Phu Tho implements response measures to Typhoon No. 3.

Given the complex developments of Typhoon No. 3 (international name WIPHA), on July 19, the Phu Tho Provincial Party Committee issued document No. 78-CV/TU to localities regarding the implementation of measures to respond to the typhoon.

Phu Tho implements response measures to Typhoon No. 3.

Currently, Typhoon WIPHA has entered the northeastern part of the South China Sea, becoming the third typhoon of 2025. The strongest winds near the center of the typhoon are at level 9, with gusts up to level 12. Forecasts indicate that Typhoon WIPHA will continue to strengthen, with maximum wind speeds at sea potentially reaching level 13, with gusts up to levels 14 and 15 in the coming days. It is moving rapidly eastward towards the Leizhou Peninsula (China) and the Gulf of Tonkin, with a very high probability of directly affecting the sea and land areas of Northern and North Central Vietnam, including Phu Tho province.

This is a predicted storm of strong intensity. To proactively respond to the storm and the resulting floods, the Standing Committee of the Provincial Party Committee requests that the Party Secretaries and Chairmen of the People's Committees of communes and wards proactively monitor forecast information and the developments of the storm, rain, and floods in order to promptly direct and implement response measures according to the "four on-the-spot" principle, within their assigned tasks and authority, avoiding passivity and surprises, thereby ensuring the safety of lives and minimizing property damage for the people.

The Provincial Party Committee and People's Committee directed the Provincial People's Committee to proactively provide timely information, guidance, and instructions to communes, wards, and people on responding to storms and floods, based on the actual situation and the potential impact of storms and floods in the province. Specifically: inspect and proactively implement measures to ensure the safety of reservoirs and downstream areas; deploy standing forces ready to operate, regulate, and handle situations; review and implement safety measures for tourism , aquaculture, and fishing activities on rivers and lakes; and prepare plans to evacuate people from floating cages and aquaculture watchtowers to safe locations before the direct impact of the storm.

Local authorities are developing plans and preparing to evacuate people from weak, unsafe houses; areas at risk of deep flooding, landslides, and flash floods, especially areas along rivers and streams, and mountainous regions. They are also preparing measures to ensure safety and minimize damage to houses, warehouses, offices, public works, industrial zones, factories, and dikes; protect agricultural production; and prevent flooding in urban and industrial areas.

Control and guide traffic safely, especially at underpasses, overflows, areas with deep flooding, and areas with strong currents; prepare personnel, materials, and equipment to address incidents and ensure smooth traffic flow on major transportation routes.
