According to this draft resolution, for public pre-school and general education institutions that cannot afford their own recurrent expenditure, the urban area's fee is 300.000 VND/student/month; in rural areas is 100.000 VND/student/month for preschool, primary, and junior high schools and 200.000 students/month for high school; ethnic minority and mountainous areas 50.000 VND/student/month for preschool, primary and secondary schools; 100.000 VND/student/month for high school. The tuition fees for public primary education specified in this Clause are used as a basis for deciding the level of tuition fee support for private primary school students in areas where there are not enough public primary schools and students Private primary schools are eligible for tuition fee exemption and reduction as prescribed. Also according to this draft, in the case of online learning, the tuition fee is also equal to 100% of the tuition fee for each level mentioned above.
At the conference, most of the participants said that the tuition fee rate proposed by the draft, although in line with the provisions of Decree 81/2021/ND-CP of the Government, however, compared with the previous fee framework.
