
This activity is part of Plan No. 339/KH-UBND, dated September 27, 2024, of the Dien Bien District People's Committee, aimed at preserving this traditional festival of the local Thai ethnic group from the risk of disappearing. At the same time, it aims to promote the value of the festival to attract and develop tourism , associated with the U Va area.

The New Rice Festival, known in the Thai language (Black Thai ethnic group), is called "Pat Tong Khau Mau". The festival, as revived, consists of two parts: the ceremony and the celebration. The ceremony is solemn and deeply rooted in the cultural identity of the Thai ethnic group, expressing gratitude and appreciation to ancestors; thanking grandparents and forefathers for always watching over and blessing their descendants with good health, prosperity, and successful farming. It also includes prayers for favorable weather and bountiful harvests in subsequent seasons.

The festival included the participation of 11 competing teams, engaging in traditional Thai folk games such as raft racing, tug-of-war, throwing the ball, rice pounding competition, and a culinary feast competition; as well as cultural exchanges between the district's amateur performing arts team and four communes in the area.


The successful restoration of the festival, associated with the U Va area, is a practical activity of the locality aimed at preserving and promoting the unique traditional cultural values of the ethnic people. This also serves to attract tourists and develop local tourism.
