Hai An Ward achieves breakthrough in budget revenue.

Leveraging its advantages in trade, services, and industrial potential, Hai An ward (Hai Phong) is expected to complete its 2025 budget revenue forecast early.

Many targets were met ahead of schedule.

According to information from the Hai Phong City Tax Department, the projected state budget revenue for Hai An ward in 2025 was 43.43 billion VND. As of the end of August, the ward's total revenue reached nearly 50 billion VND, exceeding the annual plan by more than 10%.

This is one of the few localities in the city that completed its budget early, after only nearly two months of restructuring, demonstrating Hai An's strong momentum in operating the new management model.

In terms of revenue structure, the non-state sector of the ward plays a key role, reaching VND 13.04 billion after 7 months (exceeding the target by 18%), and is expected to reach VND 18.5 billion for the whole year of 2025 (exceeding the target by 68%). Non- agricultural land use tax also achieved high results at VND 12.14 billion, exceeding the target by 109%. Other revenue sources such as personal income tax, registration fees (both exceeding the target by 7%), and fees and charges (reaching 91%) were basically completed and exceeded the plan, ensuring a balanced local budget.

Hai An Ward currently manages nearly 2,838 business households with diverse structures. Of these, private businesses involved in house rentals and basic construction contribute over 44% of total revenue. Although e-commerce businesses are relatively new, they also generate over 2.17 billion VND in revenue (accounting for 11.3% of total business household revenue), demonstrating a clear shift in business structure.

Mr. Tran Van Hoang, representative of Thinh Long Petro Co., Ltd., said that the company currently has a branch in Hai An ward. In the past two months, changes in tax declaration procedures initially caused difficulties for the business. However, thanks to timely guidance from the tax authorities, the company quickly adapted and maintained stable tax declaration and payment practices.

With the advantage of having diverse modes of transportation, especially Cat Bi International Airport, proximity to industrial zones and seaports, the processing and manufacturing industry continues to play a leading role in the entire industrial sector of Hai An ward.

Many projects producing electronic components, measuring and testing equipment, control and communication devices, etc., are attracting investment, creating a stable supply chain for trade and services. Specifically, from July 15th to August 15th, 2025, the ward received and processed 190 applications for business registration certificates, facilitating businesses to quickly begin operations…

Implementing sustainable solutions

Despite impressive results, tax management in Hai An ward still faces many challenges. According to reports from specialized agencies, when the Department of Economy - Infrastructure - Urban Development issues business registration, business households are required to declare and pay taxes within 10 days, but most households do not comply with the regulations.

Currently, each tax officer has to manage an average of over 400 business households, putting significant pressure on reviewing and updating data into the system. The limited awareness of tax compliance among some business households has resulted in a high rate of outstanding tax debts.

Furthermore, non-agricultural land records still overlap after the reorganization; the implementation of electronic invoices and EtaxMobile has initially reached 20.2% of households, but has not met expectations, affecting the sustainability of revenue sources…

In light of the above situation, the Chairman of the Hai An Ward People's Committee, Cao Huy Hieu, affirmed that the ward will continue to focus on directing and implementing comprehensive measures to increase revenue, ensuring accurate, complete, and timely collection, expanding the collection base, and combating revenue loss. The focus will be on exploiting revenue sources from land, e-commerce, and digital platform businesses; resolutely pursuing digital transformation and mandating electronic invoices in all sectors. Inspection and auditing will be strengthened to compensate for revenue shortfalls due to policy changes.

According to the City's Local Tax Department 1, the unit is currently proposing that wards establish a Steering Committee to combat tax evasion, review all business households, and strictly handle cases of tax evasion. They are also strengthening coordination between tax authorities, police, and local governments in managing rental properties and online businesses. Public awareness campaigns are also being intensified through local information systems, neighborhood Zalo groups, and guidance on using EtaxMobile and electronic invoices, helping people understand the benefits and proactively implement them.

In the long term, Hai An ward focuses on fostering sustainable revenue sources: planning and organizing markets and service areas; encouraging business households to convert into enterprises; strictly managing non-agricultural land tax; and synchronizing business household data with population management. In addition, it supports the development of e-commerce in a way that complies with the law and effectively exploits market potential, contributing to Hai An maintaining its top position in the city and increasing stable revenue for the local budget.
