Despite its prime location in Hai Ba Trung ward, the land at 94 Lo Duc Street has remained abandoned for many years, overgrown with weeds and littered with garbage. This situation not only wastes land resources but also seriously affects urban aesthetics and the daily lives of residents in the area.

According to observations, the entire plot of land, spanning tens of thousands of square meters, is surrounded by a corrugated iron fence, with overgrown weeds forming a dense "forest" in the middle of the city. Several areas near Lo Duc Street have been turned into makeshift dumping grounds despite prohibition signs, emitting a foul odor over time. The old transformer station within the plot is also in serious disrepair, posing a safety risk. A portion of the land is being used by residents for parking cars, constructing temporary structures, and growing vegetables, thus deviating from its intended purpose.

Regarding the current status of the land plot at 94 Lo Duc Street, the People's Committee of Hai Ba Trung Ward has submitted Report No. 676/UBND-KTHT&ĐT, dated October 9, 2025, to relevant authorities. The report, signed by the Chairman of the People's Committee of Hai Ba Trung Ward, Nguyen Manh Hung, clearly states: The land plot has a total area of ​​approximately 22,669 m², of which approximately 18,597 m² is the land for the project; 2,810 m² is the area allocated by the city to Hanoi Wine and Beverage Joint Stock Company for office use; and 1,262 m² is for gardens, parking lots, and a wastewater treatment plant. Currently, the land is mostly vacant, with a portion enclosed by corrugated iron fences for protection against encroachment. Construction on the project, as approved, has not yet begun.

According to this report, the land plot at 94 Lo Duc Street was leased by the Hanoi People's Committee to the Housing Construction and Business Joint Stock Company in 2020, with annual payments. However, the company has not yet completed all the necessary procedures regarding land, planning, and construction. Therefore, the project cannot be implemented as previously approved.

Not only the People's Committee of the ward, but also the Hanoi Department of Finance has commented on this land plot in Official Letter No. 11357/STC-HĐTĐ, dated September 18, 2025. The letter, signed by Deputy Director of the Hanoi Department of Finance Nguyen Xuan Sang, states that the Department of Finance has received a request to adjust the investment policy for the project to build an office complex, hotel, and commercial center at 94 Lo Duc Street. However, the company assigned the land has not yet completed all the necessary procedures regarding land, planning, and construction to implement the project according to the previously approved content.

Speaking with a reporter from Hanoi Moi Newspaper, Nguyen Thuy Duong, Head of the Economic , Infrastructure and Urban Planning Department of the Hai Ba Trung Ward People's Committee, said that the Ward People's Committee had coordinated with relevant agencies to inspect and assess the current land use status at 94 Lo Duc Street. The Ward has also inspected and fully reported on the current status of the land; and has requested that competent authorities promptly consider and resolve any obstacles so that the land can be used for its intended purpose and effectively.

In reality, the fact that the land is located in a central area with high traffic density necessitates its early utilization to avoid prolonged abandonment. Authorities need to clarify the responsibilities of all parties involved and implement decisive measures to ensure the land is used effectively, in line with the city's ongoing efforts to promote thrift and combat waste.
