From dialogue to consensus
Over the past period, land clearance work in Phu Dien ward has been implemented comprehensively with the involvement of the entire political system. Accordingly, the ward is currently implementing 16 out of 22 projects using state budget funds, with a total land area of over 2.9 million m² to be reclaimed.

Behind these results lies a persistent process of propaganda, mobilization, dialogue, and building people's trust in the local development policies.
The infrastructure development project in the 3-hectare area is a clear example of the effectiveness of this approach. After years of difficulties, the ward intensified its efforts to disseminate information, explain policies, publicly disclose compensation plans to each household, mobilize the Fatherland Front, mass organizations, and neighborhood groups to participate in community outreach; and at the same time, directly engage in dialogue and resolve difficulties for each household.
Thanks to that perseverance, on March 30, 2026, the ward successfully reclaimed over 5,400 m² of land from 23 households in the Xứ Đồng area, resolving the first "bottleneck" of the project. Before implementation, all households were fully informed, facilitating the removal of assets, conducting public inventory, and ensuring their rights were protected according to regulations. The completion of land reclamation in this area not only paved the way for the project to continue but also further strengthened people's trust in the transparency and openness of the land clearance process.

While the 3-hectare project demonstrated the effectiveness of closely adhering to local conditions, the Digital and Mixed-Use Technology Park Project affirmed the role of dialogue in building consensus. Before implementing the next steps of the project, the People's Committee of the ward organized a direct dialogue conference with approximately 200 households subject to land acquisition. Concerns about land ownership, compensation rates, support policies, job retraining, and resettlement were openly discussed and addressed by ward leaders and relevant agencies at the conference. The frank and constructive dialogue helped many households better understand the policies and their rights. Immediately after the conference, dozens of households expressed their agreement and cooperation with the authorities in the project implementation process.
Regarding the project connecting Hanoi College of Electrical Engineering with the extended Hoang Quoc Viet road, the ward continues to consistently implement the approach of prioritizing public awareness and mobilization. Only after all prescribed steps have been completed but some cases of non-cooperation remain will the local authorities proceed with enforcement measures to ensure the project's progress.
Consensus begins with mass mobilization efforts.
According to Nguyen Van Khoa, Deputy Head of the Party Building Committee of Phu Dien Ward, land clearance work is only effective when the entire political system is involved and propaganda and mobilization efforts are implemented early. For each key project, the Land Clearance Steering Committee, chaired by the Ward Party Secretary, directly supervises the process, while also assigning specific responsibilities to each Party committee member in charge of the area. Land clearance issues are included in regular meetings of Party branches so that each cadre and Party member truly becomes a "nucleus" for propaganda, setting an example in complying with and mobilizing their families and relatives to implement the land reclamation policy.

The Deputy Head of the Party Building Committee of the ward believes that propaganda is only truly effective when it "understands the people, is close to the people" and chooses the right approach for each target group. Issues that easily cause public discontent, such as land ownership, compensation rates, livelihoods after land acquisition, or spiritual factors, need to be identified early on to proactively explain, dialogue with, and resolve them. For households still hesitant, it is necessary to patiently explain policies and clarify guaranteed rights; for those in difficult circumstances, appropriate support solutions are needed to help people stabilize their lives.
Another experience highlighted by Mr. Nguyen Van Khoa is leveraging the strength of grassroots mobilization. Besides the role of the Vietnam Fatherland Front and other socio-political organizations, it is necessary to utilize the prestige of retired officials, clan leaders, and influential community members to mobilize and persuade the people. Furthermore, ensuring transparency throughout the land clearance process, strengthening direct dialogue, and applying digital transformation in information disclosure will contribute to consolidating trust and creating consensus among the people regarding development projects in the area.

Based on the results of one year of operating the two-tiered local government system, the Secretary of the Phu Dien Ward Party Committee, Nguyen Le Hoang, affirmed that the Party Committee always considers land clearance as one of the key political tasks, with significant importance in infrastructure development and urban beautification. To effectively implement this task, the Ward Party Committee focuses on leveraging the strength of the entire political system, emphasizing the responsibility of leaders, strengthening public relations, propaganda, mobilization, and dialogue with the people; and strictly adhering to the principles of openness, transparency, and compliance with regulations throughout the entire process of compensation, support, and land acquisition. This is an important foundation for creating social consensus, contributing to ensuring the progress of projects and successfully achieving the local development goals.
Public consensus is not formed through administrative orders but is built through a persistent process of propaganda, mobilization, dialogue, and respect for the legitimate rights of the people. This is also a valuable experience that Phu Dien ward will continue to promote in the future, aiming to effectively remove "bottlenecks" in land clearance work, creating momentum for infrastructure development, and building a civilized, modern, and sustainable urban area.
