In the Resolution of the 16th Provincial Party Congress, term 2025-2030, it is clearly stated that one of the regular tasks and major solutions that need to be implemented is to develop culture and people, build a culture rich in Quang Ninh identity; strengthen management of sustainable social development; ensure social security and welfare, implement social progress and justice; improve the quality of life and happiness of the people.
Realizing the congress resolution with the goal of improving the quality of life and happiness of the people, Quang Ninh has immediately started to build policies and mechanisms, taking the people as the center, the subject enjoying the fruits of development. Recently, the 14th Provincial People's Council issued Resolution No. 86/2025/NQ-HDND regulating the policy of supporting drinking milk at school for preschool children and primary school students studying at educational institutions in Quang Ninh province for the period 2025-2030 (effective from November 14, 2025 to December 31, 2030).
Accordingly, nursery children from 6 months to 36 months old, preschool children, primary school students with the consent of their parents or guardians will drink milk every day from the province's budget. The support rate is 110ml of milk/child for nursery children and 180ml of milk/child for the remaining subjects, for all actual school days of the children at the educational institution, not exceeding 175 days/school year. School milk must be sterilized fresh milk in liquid form, ensuring quality, complying with food hygiene and safety, meeting national technical standards according to the regulations of the Ministry of Health and current laws; have a minimum shelf life of 180 days from the date of manufacture and shown on the product packaging; be packaged separately for one use according to the rate; must have a logo identifying the milk product printed on the main side of the product packaging.
The Resolution clearly stipulates that children and students can only be given milk when the milk product is preserved according to the manufacturer's regulations, the product packaging is intact and within the prescribed shelf life.
According to calculations, on average, each year about 207,000 children and students in the province will benefit, with a budget of about 287.5 billion VND/school year. This is the first resolution issued in Quang Ninh province, one of the social security policies to contribute to improving the quality of care, nurturing and education of children, improving the stature, physical strength and health of students, reducing the rate of malnutrition, and developing people in Quang Ninh province. Not only taking care of children and students, but also taking better care of the elderly, the 14th Provincial People's Council also issued Resolution No. 83/2025/NQ-HDND regulating the giving of gifts to social policy beneficiaries and other beneficiaries on the occasion of the Lunar New Year every year in Quang Ninh province for the period 2026 - 2030 (effective from January 1, 2026 to December 31, 2030).
The resolution applies to 18 groups of subjects, including, in addition to cadres and employees in a number of units responsible for taking care of social beneficiaries, social protection beneficiaries, and sick people during Tet; the subjects receiving Tet gifts also include Labor Heroes in the renovation period; households with soldiers on duty in particularly difficult areas, the Truong Sa archipelago and DK1 platform; youth volunteers who have completed their duties in the resistance war and are receiving monthly allowances... and a number of other subjects. Notably, those aged 70 or older, and party members with 60 years of party membership or older will receive Tet gifts every year.
The resolution stated that the cash gifts range from 300,000 to 2 million VND for individuals and 6.5 million VND for units. It is expected that over 169,000 individuals and units will benefit from the policy, with a total budget of over 69.2 billion VND per year from the provincial budget.
