Quang Ninh is humane and happy.

In its journey towards rapid and sustainable socio-economic development, Quang Ninh has always prioritized social welfare, identifying people as the central focus and goal of all policies, ensuring that all citizens benefit from the province's development. Alongside economic growth, the quality of life for the people has improved, and their happiness has spread.

The Resolution of the 16th Provincial Party Congress, for the 2025-2030 term, clearly states that one of the regular tasks and major solutions to be implemented is the development of culture and people, building a culture rich in Quang Ninh's identity; strengthening the management of sustainable social development; ensuring social security and welfare, achieving social progress and equity; and improving the quality of life and happiness of the people.

To realize the resolution of the Party Congress aimed at improving the quality of life and happiness of the people, Quang Ninh immediately began building policies and mechanisms that place the people at the center, as the main beneficiaries of development achievements. For example, recently, the 14th Provincial People's Council issued Resolution No. 86/2025/NQ-HĐND stipulating the policy of supporting milk consumption at schools for preschool and primary school students studying at educational institutions in Quang Ninh province for the period 2025-2030 (effective from November 14, 2025 to December 31, 2030).

From November 14, 2025 to December 31, 2030, Quang Ninh province will implement a policy to support the provision of milk at schools for preschool and primary school students attending educational institutions in the province.

Accordingly, children aged 6 to 36 months in nurseries, kindergartens, and primary school students, with the consent of their parents or guardians, will receive daily milk funded by the province. The support allowance is 110ml of milk per child for nursery children and 180ml per child for other groups, for the entire duration of the child's schooling at the educational institution, not exceeding 175 days per school year. The school milk must be pasteurized fresh milk in liquid form, ensuring quality, complying with food safety and hygiene standards, meeting national technical standards as stipulated by the Ministry of Health and current laws; have a minimum shelf life of 180 days from the date of production and this must be indicated on the product packaging; be individually packaged for single use according to the allowance; and have the product's identifying logo printed on the front of the packaging.

The resolution clearly stipulates that children and students may only drink milk if the milk product is stored according to the manufacturer's regulations, the packaging is intact, and the product is within its expiration date.

According to calculations, an average of 207,000 children and students in the province will benefit each year, with a budget of approximately 287.5 billion VND per school year. This is the first resolution of its kind issued in Quang Ninh province, and is one of the social welfare policies aimed at improving the quality of care, nurturing, and education for children, improving the stature, physical strength, and health of students, reducing malnutrition rates, and promoting human development in Quang Ninh province. The policy has received strong support and consensus from parents, schools, teachers, and others.

In addition to caring for children and students, and aiming to better care for the elderly, the 14th Provincial People's Council also issued Resolution No. 83/2025/NQ-HĐND stipulating the giving of gifts to social policy beneficiaries and other eligible individuals on the occasion of the Lunar New Year every year in Quang Ninh province from 2026 to 2030 (effective from January 1, 2026 to December 31, 2030).

The resolution applies to 18 groups of beneficiaries, including, in addition to officials and staff in some units responsible for caring for social welfare beneficiaries and patients during Tet (Lunar New Year), those receiving Tet gifts also include Labor Heroes during the đổi mới (renovation) period; households with military personnel serving in particularly difficult areas, the Trường Sa archipelago and the DK1 platform; young volunteers who completed their duties during the resistance war and are receiving monthly allowances… and some other groups. Notably, those aged 70 and above, and Party members with 60 years or more of Party membership will receive Tet gifts annually.

The resolution states that the cash gift amount ranges from 300,000 to 2 million VND for individuals and 6.5 million VND for organizations. It is expected that over 169,000 individuals and organizations will benefit from this policy, with a total budget of approximately 69.2 billion VND per year from the provincial budget.

For many years, Quang Ninh has consistently been one of the leading localities nationwide in implementing social welfare policies. Continuing to care for the lives of children, students, and other vulnerable groups will contribute to ensuring social security, strengthening national unity, and thereby working together to build a prosperous, civilized, modern, and happy Quang Ninh, as defined in the Resolution of the 16th Provincial Party Congress.
