Expired vehicle registration is openly operating.
At the end of January, Giao Thong Newspaper reporters went to Ban Sen island commune, Van Don district ( Quang Ninh province) and recorded that many cars had expired registration but were still operating on the roads on the island.
At Ban Sen wharf, when the passenger ship just docked, there were a number of 16-seat vehicles from the island coming out to pick up passengers, including some vehicles with expired registration stickers on their windshields.

Mr. T, owner of vehicle license plate 29B-031.xx, said he bought this vehicle for nearly 200 million VND several years ago. The vehicle inspection deadline is November 2022. However, Mr. T does not know how to bring the vehicle to the mainland for inspection.
"If I have to hire a boat to transport the car to the mainland for vehicle inspection, it will cost more than ten million dong. Moreover, there is no auto repair shop in the commune, so every time the car breaks down, I have to buy it myself to replace it. What if I don't meet the standards when I go for vehicle inspection now?", Mr. T wondered.
A 4-seat car in Ban Sen island commune had its registration expired since May 2020, but was still in circulation.
On the way to the center of Ban Sen commune, Giao thong Newspaper reporters also encountered a number of trucks and cars without inspection stamps or with expired inspections. There was even a 4-seat car whose registration had expired since May 2020, but it was still running smoothly on the road.
Talking to Giao Thong Newspaper reporters, the leader of Ban Sen Commune People's Committee admitted that currently, there are more than 20 vehicles in the commune, but all of them have expired registration.
"If people bring their cars to the mainland for inspection, it will be very expensive. The commune's authorities have also repeatedly warned and reminded car owners to comply with the regulations," he said.
Learning more in Ngoc Vung, Quan Lan, Minh Chau communes of Van Don island district, Giao Thong Newspaper reporters recorded hundreds of cars and electric vehicles with expired registration but still operating.
A leader of Quan Lan Commune Police said that currently, there are more than 60 vehicles in the commune whose inspection has long expired. The commune police have coordinated to inspect and remind vehicle owners to bring their vehicles for inspection. However, the commune is a remote island, so going to the mainland for inspection is very expensive and difficult.
A 24-seat vehicle in Ngoc Vung commune did not have an inspection stamp.
"Currently, the commune has compiled statistics and proposed to the competent authority to consider and request the vehicle inspection agency to send officers and vehicles to the island to help the people," said the leader of Quan Lan Commune Police.
Co To is the farthest place from the mainland in Quang Ninh. Currently, there are about 200 cars and electric vehicles with engines owned by district agencies, businesses and residents. Currently, most of these vehicles have expired registration, but still carry tourists around the island every day.
Early arrangement of vehicle inspection on the island
Talking to Giao Thong Newspaper, a leader of Co To District Police said: In recent years, island tourism has developed, with tens of thousands of tourists coming to the island every year.
To meet the increasing travel needs of tourists, individuals and businesses have invested in purchasing 169 four-wheeled motorized passenger vehicles (electric vehicles) to transport tourists on the island.
Through basic investigation and patrolling, Co To District Police found that electric vehicles in the area had vehicle registration certificates, but most of them had not been inspected according to regulations, or had been inspected but they had expired.
A series of electric cars in Co To island district have expired inspections but are still carrying passengers back and forth across the island.
"The district authorities regularly inspect and remind vehicle owners and drivers to comply with legal regulations to ensure traffic safety. Currently, the unit has sent a document requesting the Quang Ninh Road Motor Vehicle Inspection Joint Stock Company to send equipment and human resources to the island to inspect cars and electric vehicles. However, this has not yet been implemented," said the leader of Co To District Police.
Similarly, the Traffic Police and Order Team, Van Don District Police said that they are coordinating to review all vehicles operating in the island communes to propose management measures and find solutions to remove difficulties for vehicles whose registration has expired.

Speaking with Giao Thong Newspaper reporters, Mr. Bui Hong Minh, Deputy Director of the Department of Transport of Quang Ninh province, said that the Department has received recommendations from localities regarding the issue of vehicle registration on the island.
"The fact that a series of vehicles with expired registrations are still circulating on the island is a violation of the law and needs to be handled and prevented. In response to the recommendations of the localities, the Department has issued an official dispatch urging the inspection unit to consider sending officers to the island for inspection. The Department will closely monitor and urge the early completion of this work," Mr. Minh informed.
Mr. Nguyen Minh Duc, leader of a unit under Quang Ninh Road Motor Vehicle Inspection Joint Stock Company, said that the company has received a document requesting to send staff to the island to inspect cars and electric vehicles.
Currently, the unit has responded with an official dispatch to guide local authorities to propagate and make a list of vehicles that need to be inspected for businesses to consider and arrange for staff to deploy.
"After having a specific registration list from the localities, the enterprise will soon arrange vehicles and human resources to complete the inspection of cars and electric vehicles on the islands," Mr. Duc affirmed.
