Vehicles with expired registration are operating openly.

At the end of January, a reporter from Giao Thong Newspaper visited Ban Sen island commune, Van Don district ( Quang Ninh province) and observed that many cars with expired registration were still operating on the island's roads.

At Ban Sen pier, as soon as the passenger ship docked, several 16-seater vehicles from the island came out to pick up passengers, some of which clearly showed that their vehicle registration had expired based on the stickers on their windshields.

Numerous cars with expired registration are still picking up passengers in Ban Sen island commune, Van Don district.

Mr. T, the owner of the vehicle with license plate 29B-031.xx, said that he bought the car for nearly 200 million VND several years ago. The vehicle inspection deadline was in November 2022. However, Mr. T didn't know how to bring the car back to the mainland for inspection.

"If I have to rent a boat to transport the car back to the mainland for vehicle inspection, it will cost over ten million dong. Moreover, there are no car repair shops in the commune, so whenever something breaks down, I have to buy the parts myself to replace them. What if it doesn't meet the standards during inspection?", Mr. T worried.

A four-seater car in Ban Sen island commune had its vehicle inspection certificate expired in May 2020, but was still being driven on the road.

On the way to the center of Ban Sen commune, a reporter from Giao Thong Newspaper also encountered several trucks and cars without inspection stickers or with expired inspection certificates. Even a four-seater car whose registration had expired since May 2020 was still driving smoothly on the road.

Speaking with a reporter from Giao Thong Newspaper, the leader of Ban Sen commune People's Committee acknowledged that there are currently over 20 vehicles in the commune, all of which have expired registration.

"If people bring their vehicles inland for inspection, it will be very expensive. The local authorities have also repeatedly informed and reminded vehicle owners to comply with the regulations," this person said.

Further investigation in Ngoc Vung, Quan Lan, and Minh Chau communes of Van Don island district revealed hundreds of cars and electric vehicles that were still operating despite their registration having expired.

A leader of the Quan Lan commune police said that currently, there are more than 60 vehicles in the commune whose inspection certificates have long expired. The commune police have coordinated inspections and reminded vehicle owners to bring their vehicles for inspection. However, as an island commune, traveling to the mainland for inspection is very expensive and difficult.

A 24-seater vehicle in Ngoc Vung commune did not have an inspection sticker.

"Currently, the commune has compiled statistics and submitted a proposal to the competent authorities for consideration, requesting the vehicle inspection agency to send inspection officers and vehicles to the island to assist the people," said the leader of Quan Lan Commune Police.

Co To is the most remote island in Quang Ninh province. Currently, there are around 200 cars and electric vehicles with engines belonging to district agencies, businesses, and residents on the island. Most of these vehicles have expired registration, but they still transport tourists around the island daily.

Arrange for vehicle inspections on the island as soon as possible.

Speaking with a reporter from Giao Thong Newspaper, a leader of the Co To District Police said: In recent years, island and coastal tourism has developed, with tens of thousands of tourists visiting the island annually.

To meet the increasing demand for transportation from tourists, individuals and businesses have invested in purchasing 169 four-wheeled motorized vehicles (electric vehicles) to serve tourists visiting the island.

Through basic investigation and patrol activities, the Co To District Police have found that electric vehicles in the area have vehicle registration certificates, but most have not been inspected according to regulations, or have been inspected but the inspection certificate has expired.

A number of electric vehicles in Co To island district have expired inspection certificates but are still transporting passengers back and forth on the island.

"The district authorities regularly inspect and remind vehicle owners and drivers to comply with the law to ensure traffic safety. Currently, the unit has sent a document requesting the Quang Ninh Road Motor Vehicle Inspection Joint Stock Company to bring equipment and personnel to the island to inspect cars and electric vehicles. However, this has not yet been implemented," said a leader of the Co To District Police.

Similarly, the Traffic Police and Public Order Team of Van Don District Police said they are coordinating a comprehensive review of vehicles operating in the island communes to propose management measures and find solutions to address difficulties for vehicles whose registration has expired.

Speaking with a reporter from Giao Thong Newspaper, Mr. Bui Hong Minh, Deputy Director of the Quang Ninh Provincial Department of Transport, said that the Department had received requests from localities regarding the issue of vehicle inspection for vehicles circulating on the island.

"The fact that numerous vehicles with expired registration are still circulating on the island is a violation of the law and needs to be addressed and prevented. Following requests from local authorities, the Department has sent a letter urging the vehicle inspection unit to study the possibility of deploying staff to the island to conduct inspections. The Department will closely monitor and expedite the completion of this work," Mr. Minh informed.

Mr. Nguyen Minh Duc, a leader of a unit under the Quang Ninh Road Motor Vehicle Inspection Joint Stock Company, said that the company had received a document requesting the deployment of staff to the island to inspect cars and electric vehicles.

Currently, the unit has sent a reply letter instructing local authorities to disseminate information and compile a list of vehicles requiring inspection so that businesses can consider and arrange for staff to be deployed.

"After receiving the specific registration lists from the localities, the company will soon arrange vehicles and personnel to complete the vehicle and electric vehicle inspection work on the islands," Mr. Duc affirmed.
