Orientation for the development of a new administrative, political, cultural, sports center in the urban center, combined with the existing residential center areas of 4 communes Da Loc, Hung Loc, Ngu Loc and Minh Loc, forming a model of urban development in a series of points, along the economic corridor of coastal roads and provincial road 526, diversifying resources, exploiting maximum potential and strengths local; creating motivation for the formation and synchronous urban development in the coastal area of Northern Thanh Hoa.

The coastal urban area, in addition to the goal of becoming a driving force for coastal economic development in Northern Thanh Hoa, is also expected to improve the quality of life of people in the area with many new cultural subdivisions and residential areas.
Accordingly, when the urban area is formed, it will help reduce population density in the area, especially Ngu Loc commune (Diem Pho coastal village) - the commune with the highest population density in the country. It is expected that new residential development land by 2045 will be about 80 hectares, reaching an average target of 45,85 m2/person, gradually improving the quality of life for residential areas, meeting long-term urban development requirements. term.
New housing group land is mainly focused on development in areas along main traffic routes such as coastal roads, Quang - Hung roads, National Highway 10 to Da Loc and other inter-regional roads. The urban cultural and sports area is located in the southern area of the urban landscape axis, with an area of about 3,23 hectares. The urban square is located south of the new administrative area, adjacent to the coastal road, with an area of 2,54 hectares.

The second tourist service area is located on the coastal road adjacent to the urban sea dyke, serving experiential tourism activities and visiting the mangrove ecological area.
Regarding education, maintain the size and location of existing schools from preschool to high school. Gradually renovate and embellish architectural works and technical infrastructure to ensure the school's national standard size. Arrange 02 new inter-level schools in the northern and southwest areas of the urban area to ensure service radius. The northern urban area arranges an additional educational land fund (high school, education and training center...) to serve the needs of residential development in the area.
Administrative and political works in Da Loc, Hung Loc, Minh Loc, Ngu Loc communes are maintained in their current size and location to ensure immediate operations. When the urban area is established, it will move to the newly planned centralized administrative-political center, adjacent to the coastal road, in order to build a new administrative center associated with cultural, physical training and sports center projects. , Square, park.
