Following the Hanoi University of Business and Technology's unauthorized training of second-degree English language programs, the Ministry of Education and Training affirmed that the university's rector bears relevant responsibility.

On December 16th, the Ministry of Education and Training sent a document to Hanoi University of Business and Technology (Hanoi University of Business and Technology) regarding the rectification of the admission and training process for the second degree program in English Language.

Accordingly, based on the inspection report (No. 2201 dated June 28th from Hanoi University of Business and Technology) regarding the second degree program in English Language, classes VB2.12, VB2.13, VB22.01, and the results of the working group verifying information on enrollment and training for individuals already holding a university degree in English Language related to this university, the Ministry of Education and Training has the following opinion:

The responsibility for training students in the second degree program in English Language, classes VB2.12, VB2.13 (A,B), and VB22.01, at Hanoi University of Technology and Economics, rests primarily with the Rector of Hanoi University of Technology and Economics.

The Ministry of Education and Training requests the Hanoi University of Industry and Trade to urgently carry out the following tasks: develop and promptly implement a plan to ensure the legitimate rights of students in accordance with regulations. The results of the university's implementation should be reported to the Ministry of Education and Training before December 28th.

The school's legal representative will attend the working session with the Ministry of Education and Training to review and record administrative violations regarding violations in the enrollment and organization of second-degree English Language training for classes VB2.12, VB2.13 (A,B), and VB22.01 on the morning of December 26th at the Ministry of Education and Training headquarters.

Previously, over the past two years, many students enrolled in the second degree English program at Hanoi University of Industry and Trade with very high tuition fees, totaling up to 47.5 million VND. With two second degree programs at the university's Nguyen Duc Canh campus, the total amount collected according to the student list was nearly 4 billion VND.

The Hanoi University of Technology and Education (HUST) held an admissions process, with Vice Rector Vu Van Hoa signing a decision recognizing the entrance results for the second degree bachelor's program. The Training Management Department and the English Department B were assigned to manage and conduct the training. However, after completing the second degree English course, students were unexpectedly informed by the university that the class no longer existed.

In response to this, a representative from the school stated that the organization of these second degree programs was carried out by Ms. Tran Thi Thuy Ha, Deputy Head of the English Department B, and that she did not represent the school. Students wishing to receive a refund should contact the individuals involved; the school is not responsible.

However, it is worth noting that the admission approval decision bears the school's official seal and was signed by Vice Principal Vu Van Hoa. The training process involved several teachers from the school.
