The official dispatch stated that in late October and November, many localities from Ha Tinh to Lam Dong continuously suffered from severe natural disasters with a situation of "floods upon floods, storms upon storms," landslides, and historical flooding. These floods caused significant damage to people, property, and livelihoods. Specifically, the floods from November 16th to 22nd, 2025, in Dak Lak, Khanh Hoa, Gia Lai, and Lam Dong resulted in the complete collapse of 963 houses, damage to 3,390 houses, and total economic losses estimated by the Ministry of Agriculture and Environment at over 16,000 billion VND.
Based on the directives of the General Secretary, the Politburo , the Secretariat, Government Resolution No. 380/NQ-CP, and the Prime Minister's directive in Dak Lak on November 29, 2025, the official dispatch sets out the goal of urgently overcoming the consequences, quickly rebuilding and repairing houses for the people, ensuring that each family has a stable place to live, conditions for ancestor worship, and celebrating the Lunar New Year 2026… Local authorities must mobilize all resources to rapidly complete the repair of damaged houses before December 31, 2025; and at the same time complete resettlement and rebuilding of houses that collapsed or were swept away before January 31, 2026.
According to a report by the Ministry of Agriculture and Environment at yesterday's meeting on the progress of the "Quang Trung Campaign" (December 17th), ministries, sectors, and localities are required to build 1,653 new houses. To date, 1,622 houses have been started, accounting for 98.1%. Of these, 474 houses have been completed; 1,148 houses have started construction but are not yet completed ; and 31 houses have not yet started construction. Regarding the 35,731 damaged houses requiring repair, 32,259 have been completed (90.3%), 3,429 are currently under repair (9.7%), and 43 houses (0.1%) have not yet begun repairs.
At this pace, as Prime Minister Pham Minh Chinh stated, this campaign will not involve gunfire but must achieve victory, a resounding victory, even though the deadline for repairs is only 14 days and the reconstruction will take 1.5 months.
However, Prime Minister Pham Minh Chinh still urged provinces and cities to actively participate, especially Gia Lai and Dak Lak provinces, which must make even greater efforts. The Ministry of Public Security, the Ministry of National Defense, and the Ho Chi Minh Communist Youth Union provided support in terms of manpower. In addition, he called on the people to help each other with the spirit of "those who have the means to help with their labor, those who have resources to help with their resources, and wherever it is convenient to help."
Any difficulties that arise during the implementation process must be reported promptly. In particular, there are no longer any excuses for not completing the "Quang Trung Campaign." Using reasons like lack of money, land, materials, labor, or design is unacceptable. The spirit is one of great flexibility, and so far, there have been no obstacles," Prime Minister Pham Minh Chinh emphasized.
At this point, the "Quang Trung Campaign," with the decisive involvement of ministries, departments, and localities, the joint efforts of the entire society, and the endeavors of the people in the affected areas—not simply rebuilding homes but, above all, creating stability for people who have suffered severely from natural disasters—is nearing its end. In the remaining time, even greater efforts are needed, as Prime Minister Pham Minh Chinh suggested, to act with the highest sense of responsibility, with heartfelt compassion for the people, and to put oneself in the shoes of those who have lost their homes due to natural disasters.
