This includes emphasizing several points related to taking decisive action against the situation where unit leaders evade, pass the buck, and procrastinate in handling work.
According to the document, one of the requirements of the Chairman of the People's Committee of Thua Thien-Hue province to the heads of departments and agencies under the Provincial People's Committee is that the Chairman... The People's Committees of districts, towns, and Hue City must promptly review, replace, or transfer to other positions those officials and civil servants with weak capabilities. They must resolutely overcome the situation of shirking responsibility, reluctance to act, unwillingness to advise or propose solutions, avoidance, and working half-heartedly, leading to stagnation. For officials who are unwilling to take responsibility or fail to make decisions on matters within their authority, causing negative consequences, they must be held accountable, and the collective and individual responsibilities of those involved must be handled in accordance with the regulations of the Party and the State.
At the same time, in coordinating the resolution of matters within their jurisdiction, only those agencies directly involved in the proposed projects, programs, and plans should be consulted; opinions from unrelated or unnecessary agencies should not be sought. The agencies consulted are responsible for responding within the deadline, within their functions and responsibilities, with clear viewpoints and responsibilities, avoiding vague responses, evasion, or shirking responsibility that could affect the progress of the work of the agencies or units seeking input.
In particular, it is necessary to effectively utilize channels for receiving feedback and suggestions from citizens and businesses; proactively and actively organize dialogues with citizens and businesses to promptly and thoroughly resolve their feedback, suggestions, concerns, and aspirations; and report to competent authorities for consideration and handling of issues beyond their jurisdiction, absolutely avoiding shirking responsibility, beating around the bush, or evading responsibility.
In addition, the Chairman of the People's Committee of Thua Thien-Hue province also requested the Department of Internal Affairs. The presiding body, in coordination with relevant agencies and units, shall review and advise competent authorities on perfecting mechanisms, policies, and laws on the management of cadres, civil servants, and public employees, focusing on: innovating and improving the quality of cadre, civil servant, and public employee evaluation based on criteria, specific products and results, and quantifiable assessments; linking individual evaluations with collective evaluations and the results of task performance of agencies, units, and localities; and effectively utilizing evaluation results as a basis for the placement, utilization, appointment, commendation, and disciplinary action of cadres, civil servants, and public employees.
