Comrade Pham Thi Thanh Tra – Member of the Central Committee of the Party, Deputy Prime Minister of the Government – noted that the period from 2021 to 2025 is an exceptionally difficult and unprecedented term. However, it is precisely in this harsh challenge, under the leadership of the Party, that the Government has steadfastly adhered to the following guiding principles in leadership, direction, and management: Building a strategic vision, establishing institutions, leading the way, mobilizing all social resources for national development; Integrity to create a foundation of values and maintain trust; Decisive action to transform the Party's and State's guidelines and policies into concrete, tangible results that the people can feel and enjoy; Serving the people as the ultimate goal, ensuring that the Party's will is intertwined with the people's will, for the people's prosperity and happiness.
"This is vividly and profoundly demonstrated in all activities, in all fields, in which the Government, together with the entire political system and the whole people and army, has strived to overcome difficulties and challenges, achieving important and very proud accomplishments," affirmed Deputy Prime Minister Pham Thi Thanh Tra.

Along with economic development, the cultural and social sectors have achieved impressive results in promoting social progress and equity; social security is ensured; people's lives have improved, and their quality of life has been enhanced. Vietnam has become a successful model in achieving the Millennium Development Goals on poverty reduction.
Referring to the milestone of 40 years of reform, Comrade Nguyen Anh Tuan – Member of the Central Committee of the Party, Deputy Head of the Central Policy and Strategy Committee – affirmed: Under the wise leadership of the Party, our country has achieved great achievements in socio-economic development and industrialization and modernization, transforming Vietnam from one of the countries with a backward economy, dependent on aid, into a middle-income country, deeply integrated with the region and the world, with the lives of the people increasingly improving, and Vietnam's position and prestige in the international arena increasingly enhanced.

Comrade Nguyen Anh Tuan Ty cited the following figures: The proportion of the agriculture, forestry, and fisheries sector in GDP has decreased significantly, from 46.3% in 1988 to approximately 11.8% in 2025. The processing and manufacturing industry has become the main driving force for growth, with its proportion in GDP reaching approximately 25% in 2025.
New economic models such as the digital economy, green economy, circular economy, night-time economy, and sharing economy are receiving attention and being implemented with many new mechanisms and policies being issued, creating positive changes and results. In particular, the contribution of the digital economy to GDP is expected to increase from 12.88% in 2021 to approximately 14% in 2025.
Given the particularly important position and role of the Mekong Delta region and the whole country, Comrade Le Quoc Anh – Provincial Party Committee member, Secretary of the Phu Quoc Special Economic Zone Party Committee (An Giang) – stated that the locality has focused on decisively and comprehensively implementing solutions for socio-economic development and marine and island tourism. Economic growth has consistently been high, reaching 19.6% per year; the trade and service sector has increased by 68.45% compared to the beginning of the term.

Phu Quoc currently has over 320 investment projects with a total capital of more than 500,000 billion VND, forming more than 700 accommodation establishments providing over 24,000 rooms. The pearl island of Phu Quoc consistently ranks among the top in prestigious global rankings, surpassing many world-renowned tourist destinations such as Maldives, Bali, and Phuket.

Saigon Ward (Ho Chi Minh City) was formed by merging Ben Nghe Ward and parts of Da Kao Ward and Nguyen Thai Binh Ward. Located in the urban center and inheriting the historical traditions of over 320 years of Saigon – Gia Dinh – Cholon – Ho Chi Minh City, the Ward Party Committee demonstrates proactive leadership, flexible management methods, and comprehensive and effective solutions.
According to Comrade Nguyen Tan Phat – Member of the City Party Committee and Secretary of the Saigon Ward Party Committee, in the context and new vision of Ho Chi Minh City as an international megacity and a destination in Asia, and in effectively implementing Resolution No. 68-NQ/TW of the Politburo on private economy in the era of national development, the Ward Party Committee deeply understands its duty and responsibility in leading the development of a dynamic and creative private economy, promoting the development of international economic, trade, finance, and high-end services to build Saigon Ward into a continued modern center of Ho Chi Minh City in the future.

According to Comrade Nguyen Tan Phat, the lesson learned from the implementation of Resolution No. 68 is that competition and the harmonization of interests between the state, businesses, and the people contribute to the sustainable development of the private economy. An effective market economy is one that is highly competitive, with many economic entities and types of businesses, in which the private economy is always innovative, creative, dynamic, and highly adaptable, linked to its own interests. Therefore, harmonizing the interests of the state, businesses, and the people is the optimal solution.
In her presentation on the topic: “Building a happy locality, contributing to realizing the aspiration of building a prosperous and thriving nation,” Ms. Nguyen Thi Thuy Lan, Secretary of the Party Committee and Chairwoman of the People's Council of Tan Khanh Trung commune (Dong Thap province), stated that the commune's Party Committee deeply cherishes the guiding principle: “Development for stability, stability to promote development, and continuously improving the people's lives; ensuring the highest national and ethnic interests; using the satisfaction and trust of the people and businesses, and the effectiveness of work as evaluation criteria.” According to Ms. Nguyen Thi Thuy Lan, this is not only a motto for action but also a strong political commitment, affirming that all policies, guidelines, and laws must aim to improve the quality of life, happiness, and satisfaction of the people.

From then on, the Executive Committee of the Tan Khanh Trung Commune Party Committee realized that "a happy locality" is not an abstract concept, but is composed of very specific elements. That is, a place where the people's lives are stable, safe, and civilized. People not only have enough to eat and wear, but also enjoy the best healthcare, education, and cultural services, and live in a clean ecological environment. And Comrade Nguyen Thi Thuy also believes that a "happy locality" is also a place where the government is close to the people, serving the people, a public administration that knows how to "share the people's worries and joys."
Comrade Nguyen Thi Thuy proudly affirmed: "Tan Khanh Trung commune is a vivid testament to the efforts to create happiness from challenges." The commune's Party Committee determined that the merger was not just a "mechanical addition" of population, but a blending of wills.
Immediately after the administrative unit merger and the implementation of the two-tiered local government model, the commune Party Committee stabilized the organizational structure, maintained social unity and consensus, and stabilized the ideology of over 1,200 Party members operating in 36 Party branches and committees. This was the "first brick" in building trust and happiness for the people.
Economically, the commune has vigorously encouraged the people to shift from low-yield rice cultivation to higher-yield economic activities. To date, Tan Khanh Trung commune has established a specialized cultivation area of 216 hectares for ornamental flowers, 915 hectares for fruit trees, and over 60 hectares for water chestnuts, and has issued planting area codes for key fruit crops.
With the goal of building a government that is close to the people and serves the people, the Party Committee of the commune has implemented the guiding principle that "the government should proactively reach out to the people, not wait for the people to reach out to it; the satisfaction of the people is the ultimate goal, and the happiness and peace of mind of the staff are the driving force."
In that spirit, the "Government Service 24/7" and "Citizens Don't Write" models were created, along with campaigns such as "30 Days of Digital Signature Popularization" and "No Writing, No Appointments Tuesday," where officials directly assisted and processed documents on the spot for citizens.
According to Deputy Prime Minister Pham Thi Thanh Tra, in the new context, under the leadership of the Party, as the highest state administrative body, the Government continues to make every effort to fulfill its mission of "creating development, integrity, decisive action, and serving the people".
The Deputy Prime Minister emphasized several key tasks for the coming period, including reforming and modernizing national governance, using the effectiveness of service and the satisfaction of citizens and businesses as benchmarks. Building a culture of integrity; tightening discipline and order; and stepping up the fight against corruption, negative practices, and waste. Developing a team of officials and public employees who dare to think, dare to act, and dare to take responsibility, with honor, public service culture, and effective service to the people as core values, placing national interests above all else.
