Strong determination to overcome challenges

To successfully accomplish the tasks set out for the remaining half of the term, according to Comrade Ho Thanh Son, Permanent Deputy Secretary of the Provincial Party Committee, great determination and unity from the entire Party Committee and people of the province are needed. This is because forecasts of the global , regional, and provincial situations indicate many difficulties and challenges that have been and continue to be obstacles in the development process.

Many challenges

According to Ho Thanh Son, Permanent Deputy Secretary of the Provincial Party Committee, the global economy is expected to continue facing major challenges in the coming period, due to the prolonged impact of the conflict between Russia and Ukraine, the cost of living crisis caused by prolonged and widespread inflationary pressure, slow economic growth, the global minimum tax, the carbon tax, etc.; complex developments in maritime and island sovereignty disputes; the strong development of the fourth industrial revolution; climate change, natural disasters, epidemics, and traditional and non-traditional security issues that are increasingly impacting in many ways, potentially seriously threatening the stability and sustainability of the world, the region, and our country.

In personnel work, the province continues to review and supplement the annual planning of leadership and management personnel at all levels, prioritizing the addition of young and promising female cadres. It selects cadres with sufficient capacity and qualifications for appointment to positions; improves the quality of training and development of cadres and Party members; and trains and supplements cadres with in-depth expertise in several fields such as economic management, finance, land planning, and urban planning. In addition, it clearly assigns tasks and evaluates the quality of cadres through specific outputs in the process of carrying out assigned tasks; building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capabilities, and prestige to match the tasks.

For the province, focusing on the construction of important national-level projects such as Long Thanh International Airport; Dau Giay - Phan Thiet Expressway; Bien Hoa - Vung Tau Expressway and other regional transportation projects will bring many opportunities to promote development and transform the socio-economic structure of the province. However, like many localities nationwide, Dong Nai is facing many difficulties such as: insufficient human resources to meet demand; limited availability of industrial land for investors to lease in industrial parks; limited infrastructure; and many shortcomings in urban management…

"These difficulties and challenges require the Party Committee, government, and people of the province to be proactive, creative, highly determined, make great efforts, and act decisively; to make the most of opportunities and favorable conditions; and to effectively overcome limitations and shortcomings," Comrade Ho Thanh Son emphasized.

Effectively implement the 8 tasks and solutions.

Based on the achievements made during the first half of the term, stemming from practical development requirements, and on the basis of forecasts and assessments, the Provincial Party Committee unanimously agreed to maintain the goals and targets set forth in the Resolution of the 11th Provincial Party Congress (2020-2025 term) to continue implementing them throughout the entire Party organization with the highest political determination.

Accordingly, the Provincial Party Committee has outlined eight tasks and solutions concerning economic development; culture and society, health, and education; science and technology, innovation, and digital transformation; resource management and utilization, environmental protection, climate change adaptation, disaster prevention and mitigation; national defense and security; internal affairs, judicial reform, anti-corruption and anti-negative practices; Party building, mass mobilization, government building, and foreign affairs; and improving the quality of the People's Council's activities and the effectiveness of the People's Committees at all levels.

Emphasizing the tasks and solutions for economic development, Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son stated that Dong Nai will continue to innovate its growth model while enhancing competitiveness in economic development; focusing on removing bottlenecks hindering the province's socio-economic development such as: transportation infrastructure, high-quality human resources, administrative procedure reform, and improving the investment environment; developing key economic sectors with high added value, and increasing the use of renewable energy instead of traditional energy.

"Another bottleneck, in my opinion, that is hindering development and needs to be addressed immediately is the spirit and responsibility of cadres and Party members towards their assigned duties and tasks. The situation of hesitation, fear of making mistakes, fear of responsibility, and not only failing to act in violation of regulations but also failing to act in accordance with regulations," Comrade Ho Thanh Son shared.

Furthermore, the province will mobilize and effectively utilize resources and investment capital for socio-economic development. Priority will be given to allocating capital to connecting transportation projects and projects with high spillover effects. Focus will be placed on implementing solutions to promote and effectively exploit the approved industrial land quotas; reviewing and removing unfeasible locations from the compensation and land clearance plan; and increasing readiness to attract domestic and foreign investors. Foreign investment will be attracted selectively, with a focus on key areas, prioritizing projects with advanced technology, environmental friendliness, and the use of highly skilled labor.

Complete the Dong Nai Provincial Planning Project for the period 2021-2030, with a vision to 2050, on schedule and with guaranteed quality. Expeditiously implement the project to adjust the general planning tasks of Bien Hoa City and the districts as a basis for approving other related plans. Determine that planning must be one step ahead and ensure quality, orientation, and create development space to lead the economy. Calculate a specific roadmap for relocating and constructing a new administrative and political center for Dong Nai province.

Proactively attract new investment flows.

In the remaining half of the term, one of the province's key tasks is to accelerate the implementation of the Bien Hoa 1 Industrial Park Functional Transformation Project. This includes effectively utilizing the approved industrial park land allocation and reviewing, supplementing, and adjusting industrial park planning throughout the province to facilitate infrastructure development and create favorable conditions for attracting domestic and foreign investors and businesses. This will facilitate the influx of new investments and the shift in foreign direct investment flows.

There has been a change in the perpetrator of the crime.

Corruption and misconduct cases in the province recently have mainly occurred in the following areas: finance and banking, project bidding, construction investment, and land management and use. The main violations include embezzlement of assets, bribery, and abuse of power to misappropriate assets.

From 2020 to the present, Dong Nai province has uncovered 44 cases of corruption and misconduct, of which 14 cases involving 34 defendants have been brought to trial. Notably, there has been a significant shift in the perpetrators, moving from officials without positions at the commune and district levels to officials holding positions at the provincial and district levels.

Selecting competent officials and civil servants.

To build public trust in compensation, land acquisition, and resettlement support, the District Party Committee has directed the strengthening of inspection and supervision of officials and Party members to promptly correct and strictly handle violations. The central solution is to consolidate and strengthen the team of officials working on compensation, support, and resettlement in the district. This involves selecting officials and civil servants with the capacity and professional qualifications to meet job requirements. In addition, regular training and skill development, as well as the improvement of ethical qualities, are provided to officials from the district level to the grassroots.
